2) Has mediated Rent disputes and/or has had other experience or <br />training showing a capability to mediate the issues which arise in <br />landlord/tenant disputes. <br />"Mobilehome" means a structure designed for human habitation and for <br />being moved on a street or highway under permit pursuant to Section <br />35790 of the Vehicle Code. Mobilehome includes a manufactured home, <br />as defined in Section 18007 of the Health and Safety Code, and a <br />Mobilehome, as defined in Section 18008 of the Health and Safety Code, <br />but does not include a recreational vehicle, as defined in Section 799.29 of <br />this code and Section 18010 of the Health and Safety Code or a <br />commercial coach as defined in Section 18001.8 of the Health and Safety <br />Code. <br />"Mobilehome Space" means the rental of a spot for a Mobilehome within a <br />Mobilehome Park by a homeowner, as defined in Civil Code section <br />798.9, or a resident, as defined in Civil Code section 798.11. <br />"Mobilehome Park" means an area of land where two or more Mobilehome <br />Spaces are rented, or held out for rent, to accommodate Mobilehomes <br />used for human habitation. <br />"Net Operating Income" means the net revenue received by the Landlord <br />after paying the normal Operating Expenses (gross revenue less normal <br />operating expenses). <br />"Operating Expenses" means the costs of normal operations, including, <br />but not limited to, management, taxes, insurance, maintenance, repairs <br />and other recurring costs. <br />"Program Administrator" is a person designated by the City Manager to <br />administer the provisions of this Article. <br />"Rental Registry Fee" or "Fee" means the fee the City imposes on each <br />Rental Unit to cover the costs to administer the provisions of this Article. <br />"Rent" means all periodic compensation, including all non -monetary <br />consideration, that a Tenant provides to a Landlord concerning the use or <br />occupancy of a Rental Unit, including any amount included in the Rent for <br />utilities (unless separately billed to the Tenant by the utility company), <br />parking, storage, pets or for any other fee or charge associated with the <br />Tenancy for the use or occupancy of a Rental Unit and related Housing <br />Services. Rent includes, without limitation, the fair market value of goods <br />accepted, labor performed, or services rendered. With respect to <br />Mobilehomes and Mobilehome Spaces in Mobilehome Parks, any <br />regulations of rent, fees, and costs included within the Mobilehome <br />Ordinance No. NS-3073 <br />Page 3 of 40 <br />
