TCRs exist in the plan area, and a California Historical Resources Information System search identified 23 <br />archaeological resources within 0.5 iniles of the plan area. Furthermore, the City consulted with Native <br />American Tribes, and sensitive areas with TCR were identified. The GP EIR determined that with <br />implementation of RR CUL-1, RR TRC-1,and MMs CUL-4 through CUL-7, impacts would be reduced to less <br />than significant. <br />Refer to Section 4.5, CulttiralKesourres, of this Addendum for reproduced GP EIR Mitigation Measures CUL-4 <br />through CUL-7. <br />Analysis of the Modified Project <br />The Modified Project would expressly prohibit STRs and only affect existing structures. The Modified Project <br />would not require development, redevelopment, or changes to existing development types in the city. Therefore, <br />no earthwork or ground -disturbing activities would occur. The Modified Project would not change the <br />significance conclusions in the GP EIR. No impacts would occur. The Modified Project would not result in <br />any new or more severe significant impacts than those identified in the GP EIR. <br />GP EIR RR TCR-1 and RR CUL-1 are not applicable to the Modified Project because the Modified Project <br />does not require construction to be implemented. Additionally, the Modified Project would not obstruct the <br />City's ability to implement applicable GP policies. <br />It should be noted that GP EIR NfNIs CUL-4 though CUL-7 are not applicable to the Modified Project because <br />die Modified Project is not a development project. <br />4.19 UTILITIES AND SERVICE SYSTEMS <br />According to Appendix G of the CEQA Guidelines, a project would normally have a significant effect on the <br />environment if the project -would: <br />U-1 Require or -result in the relocation or construction of new or expanded water, wastewater <br />treatment or storm water drainage, electric power, natural gas, or telecommunications facilities, <br />the construction or relocation of which could cause significant environmental effects? <br />U-2 Have sufficient water supplies available to serve the project and reasonably foreseeable future <br />development during normal, dry and multiple dry years? <br />U-3 Result in a determination by the waste water treatment provider, which serves or may serve <br />the project that it has adequate capacity to serve the pro j eces projected demand in addition to <br />the provider's existing commitments? <br />U-4 Generate solid waste in excess of state or local standards, or in excess of the capacity of local <br />infrastructure, or otherwise impair the attainment of solid waste reduction goals? <br />U-5 Comply with federal, state, and local management and reduction statutes and regulations <br />related to solid waste? <br />Ordinance NS-3072 <br />
