<br /> <br /> TSGP Appendix | February 2021 Page D-5 <br />Operational Package Requirements <br />Anti-Terrorism Teams <br />Specific for the Canine Team within the ATT: <br />• Each canine team, composed of one dog and one handler, <br />must be certified by an appropriate, qualified organization <br />• Canines should receive an initial basic training course and <br />also weekly maintenance training sessions thereafter to <br />maintain the certification <br />• The basic training averages 10 weeks for the team, with <br />weekly training and daily exercising (comparable training and <br />certification standards, such as those promulgated by the <br />Transportation Security Administration (TSA) Explosive <br />Detection Canine Program), the National Police Canine <br />Association (NPCA), the United States Police Canine <br />Association (USPCA), or the International Explosive <br />Detection Dog Association (IEDDA) may be used to meet <br />this requirement <br />• The individuals hired for the covert and overt elements must <br />be properly trained law enforcement officers <br />• Certifications should be on file with the recipient and must be <br />made available to FEMA upon request <br />Mobile Explosives Screening Team Certifications should be on file with the recipient and must be <br />made available to FEMA upon request <br /> <br />Allowable Expenses for OPacks <br />The below table identifies allowable expenses for the various OPacks. Each EDCT, composed of one dog and one handler, must be certified by an <br />appropriate, qualified organization. TSA-certified EDCTs will meet or exceed certification standards set <br />by the TSA National Explosives Detection Canine Team Program (NEDCTP). Recipient EDCTs that do
