<br /> <br /> TSGP Appendix | February 2021 Page D-9 <br />U.S.-based companies and SLTT governments defend their computer systems against unauthorized <br />access, exploitation, and data exfiltration. ECS works by sourcing timely, actionable cyber threat <br />indicators from sensitive and classified Government Furnished Information (GFI). DHS then shares those <br />indicators with accredited Commercial Service Providers (CSPs). Those CSPs in turn use the indicators to <br />block certain types of malicious traffic from entering a company’s networks. Groups interested in <br />subscribing to ECS must contract directly with a CSP in order to receive services. Please visit <br />http://www.cisa.gov/enhanced-cybersecurity-services for a current list of ECS CSP points of contact. <br /> <br />Capital (Construction) Projects Guidance <br />Recipients must obtain written approval from FEMA prior to the use of any TSGP funds for construction <br />or renovation projects. When applying for construction funds, including communications towers, at the <br />time of application, recipients must submit evidence of approved zoning ordinances, architectural plans, <br />and any other locally required planning permits. Additionally, recipients are required to submit a SF-424C <br />and budget detail citing the project costs and an SF-424D Form for standard assurances for the <br />construction project. <br /> <br />All construction and renovation projects require Environmental Planning and Historic Preservation (EHP) <br />review. Recipients are also encouraged to have completed as many steps as possible for a successful EHP <br />review in support of their proposal for funding (e.g., coordination with their State Historic Preservation <br />Office to identify potential historic preservation issues and to discuss the potential for project effects; <br />compliance with all state and local EHP laws and requirements). <br /> <br />Projects for which the recipient believes an Environmental Assessment (EA) may be needed, as defined in <br />DHS Instruction Manual 023-01-001-01, Revision 01, FEMA Directive 108-1 and FEMA Instruction <br />108-1-1, instances must also be identified to the FEMA HQ Preparedness Officer within the first six <br />months of the award, regardless of the period of performance. Completed EHP review materials for <br />construction and communication tower projects must be submitted no later than 12 months before the end <br />of the period of performance. EHP review materials should be sent to <br />gpdehpinfo@fema.dhs.gov. <br /> <br />Training and Awareness Campaigns <br />Training and Awareness Campaigns address the Soft Targets/Crowded Places; Cybersecurity; Emergent <br />Threats; and Training and Awareness Campaign Priorities. <br /> <br />Training <br />TSGP funds may be used for the following training activities: <br /> <br />• Training Topics. Priority topics include active shooter training, security training for employees, <br />and public awareness/preparedness campaigns. <br />• Training Workshops. Grant funds may be used to plan and conduct training workshops to <br />include costs related to planning, meeting space and other meeting costs, facilitation costs, <br />materials and supplies, travel, and training plan development. Recipients are strongly encouraged <br />to use free public space/locations/facilities, whenever available, prior to the rental of <br />space/locations/facilities. Training should provide the opportunity to demonstrate and validate <br />skills learned, as well as to identify any gaps in these skills. Any training or training gaps, <br />including those for children and individuals with disabilities or access and functional needs, <br />should be identified in an After-Action Report/Improvement Plan (AAR/IP) and addressed in the <br />training cycle.
