<br /> <br /> <br />Section 2 ‒ Federal Changes and Initiatives | 2021 <br /> <br />FY 2021 Program <br />Priorities <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />DHS/FEMA annually publishes the National Preparedness <br />Report (NPR) to report national progress in building, <br />sustaining, and delivering the core capabilities outlined in <br />the goal of a secure and resilient nation. This analysis <br />provides a national perspective on critical preparedness <br />trends for whole community partners to use to inform <br />program priorities, allocate resources, and communicate <br />with stakeholders about issues of concern. <br /> <br />In developing applications for the FY 2021 EMPG Program, <br />Subrecipients should fund projects that address areas for <br />improvement as they relate to emergency management <br />capabilities, including: <br /> <br />• Logistics – Distribution Management Planning; <br />• Evacuation Plan/Annex; <br />• Disaster Financial Management; <br />• Catastrophic Disaster Housing; and <br />• Resilient Communications <br /> <br />In addition, EMPG Subrecipients should consider funding <br />projects that fall into the state, regional, and national priority <br />areas: <br /> <br />• Mass Care <br />• Housing <br />• Economic Recovery <br /> <br />DHS/FEMA does not prescribe a minimum funding amount <br />for these priorities. However, Subrecipients are required to <br />support local, regional, state, and national efforts in <br />achieving the desired outcomes of these priorities. <br />National <br />Campaigns and <br />Programs <br /> <br /> <br /> <br /> <br />Whole Community Preparedness – Subrecipients should <br />engage with the whole community to advance individual <br />and community preparedness and to work as a nation to <br />build and sustain resilience. In doing so, Subrecipients are <br />encouraged to consider the needs of individuals with access <br />and functional needs and limited English proficiency in the <br />activities and projects funded by the grant. <br />Subrecipients should utilize established best practices for <br />whole community inclusion and engage with stakeholders to
