<br /> <br />Ordinance No. NS-XXX <br />Page 10 of 12 <br />Sec. 10-552. - Permit required to provide organized services in the civic center. <br />(a) No person, entity, organization or business shall provide organized food, <br />medical or social services or events in the Civic Center without first <br />obtaining an event permit in accordance with policies adopted by the city <br />manager, or his or her designee, and any applicable licenses or permits <br />required to provide such services or access to Civic Center property. The <br />purpose of this Section is to ensure that all services are provided in an <br />organized manner by those who have the proper experience and/or <br />credentials needed to provide the service and who have submitted a set - <br />up and clean -up plan to the city. <br />(b) This Section shall not apply to city, county, state or federal employees <br />conducting official business or those who are contracted by these <br />agencies to provide services related to that official business . <br />Section 6. Chapter 31 (Recreation, Parks and Playgrounds) is hereby amended <br />to add new Sections to read as follows: <br /> <br />Sec. 31-2.3.1. - Storage of personal property in parks. <br /> <br />Any personal property left in any park at the time the park is closed to the public, <br />whether or not the personal property is attended, shall be stored pursuant to existing City <br />policy which provides due process and a right to retrieve the personal property. <br /> <br /> Sec. 31-2.12.1.- No sleeping or loitering in park restroom. <br /> <br />(a) No person shall sleep, lay down or lodge in a park restroom. <br /> <br />(b) No person shall loiter in a park restroom. <br />Section 7. Section 33-113 of Article IV (Benches and Bus Shelters) of Chapter 33 <br />(Streets, Sidewalks and Public Works) is hereby amended to read as follows: <br /> <br />Sec. 33-113. - Interference with bus benches or bus shelters. <br /> <br />(a) It shall be unlawful for any person, firm, corporation or association, to <br />tamper with, injure, deface or commit acts of vandalism upon any bus bench <br />or bus shelter lawfully upon a public way, pursuant to the provisions of this <br />article. <br /> <br />(b) It shall be unlawful for any person to utilize by sleeping, laying or standing <br />upon a bus bench or bus shelter during hours when the bus route is not in <br />operation as stated in the posted sign announcing the bus route and the <br />time of operations. <br />
