Holliman & Associates, Inc. for On-Call Technical Support for <br />Water and Sewer-Related Projects (Non-General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute an agreement with T.R. Holliman & Associates <br />for on-call technical support for multiple water and sewer related projects and implement <br />a template for completion of the City’s Cross Connection Control Program Handbook, in <br />an amount not to exceed $50,000, for a one-year term beginning January 21, 2025 and <br />expiring January 20, 2026 (Agreement No. A-2025-XXX). <br />GOVERNMENT CODE §84308 APPLIES: Yes <br />DISCUSSION <br />The Public Works Agency Water Resources Division (PWA) oversees and maintains the <br />daily operations of the City’s water and sanitary sewer systems. The water system is <br />comprised of approximately 480 miles of water main, 21 groundwater wells, seven <br />pump stations, 10 reservoirs with a storage capacity of 49 million gallons, four pressure <br />regulating stations, and seven connection points to the Metropolitan Water District. The <br />system has an average daily demand of 30 million gallons from its roughly 45,150 <br />metered service connections. <br />On December 19, 2023, the California State Water Resources Control Board (SWRCB) <br />adopted the Cross-Connection Control Policy Handbook (CCCPH) with an effective <br />date of July 1, 2024. The CCCPH replaces and expands the California Code of <br />Regulations (CCR) Title 17, which has remained largely unchanged since its original <br />adoption in the 1980s. The purpose of the CCCPH is to protect public health by <br />establishing a foundation of standards and practices for public water systems ensuring <br />the protection of drinking water distribution systems from the backflow of undesirable <br />liquids, gases, and substances. The SWRCB requires all Public Water Systems <br />including the City of Santa Ana to comply with the CCCPH by July 1, 2025. In order to <br />comply, the City will need to submit documentation containing the Cross-Connection <br />Control Plan, a Hazards Assessment, and other important details and standards related <br />to backflow prevention.
