(Pursuant to SAMC Sec. 2-326(a), requires five <br />affirmative votes.) <br />MINUTES: City Clerk Jennifer L. Orange County Sanitation District Presentation <br />MINUTES: Orange County Sanitation General Manager Rob Thompson gave a <br />presentation regarding the Orange County Sanitation District. <br />CLOSED SESSION REPORT —The City Attorney will reporton any action(s)from Closed <br />Session. <br />MINUTES: City Attorney Sonia Carvalho stated there was no reportable action. <br />Mayor Pro Tem Phan recused herself from Closed Session Agenda Item No. 1 B as <br />the listed entity, Vineyard, is a client of her employer, Rutan and Tucker. <br />PUBLIC COMMENTS — Public comments will be held during the beginning of the meeting <br />for ALL comments on agenda and non -agenda items. <br />MINUTES: City Clerk Jennifer L. Hall reported out the summary of email comments <br />received: (24) Agenda Item No. 29, one (1) Agenda Item No. 30, and seven (7) non - <br />agenda comments. <br />The following speakers addressed City Council in person: <br />1.
