Police Department <br />www.santa-ana.org/pd <br />Item # 15 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />February 4, 2025 <br />TOPIC: Blood Technician Services <br />AGENDA TITLE <br />Agreement with California Forensic Phlebotomy Incorporated for Blood Technician <br />Services (General Fund) <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute a one-year agreement with California Forensic <br />Phlebotomy Incorporated to perform blood technician services for the Police <br />Department in an amount not to exceed $64,520, for the period of March 5, 2025 <br />through March 4, 2026 (Agreement No. A-2025-XXX). <br />GOVERNMENT CODE §84308 APPLIES: Yes <br />DISCUSSION <br />California Forensics Phlebotomy Incorporated (CFP) is the current blood and breath <br />technician service provider for all Orange County law enforcement agencies. These <br />technicians are responsible for drawing blood in a medically approved manner, retaining <br />these items through an evidentiary-approved process, and relinquishing them to the <br />Orange County Crime Lab for analysis. The Santa Ana Police Department (SAPD) calls <br />on CFP to take blood samples from individuals involved in incidents where drugs and/or <br />alcohol are suspected. <br />On February 15, 2022, City Council approved agreement A-2022-030 with CFP for a <br />three-year term ending on March 4, 2025. SAPD has utilized CFP since 1992 and as <br />CFP has remained the sole source provider of these services for all Orange County <br />agencies. The Orange County Sheriff's Department conducted a solicitation process in <br />2021, where CFP was the sole bidder for blood draw services. The County agreement <br />with CFP (#MA-060-21011175) commenced in 2021 and was renewed for another two- <br />year period with a new termination date of April 13, 2026. SAPD is seeking to piggyback <br />on the County’s procurement and enter into a new one-year agreement. The <br />department will issue a Request for Proposal (RFP) in the near future to procure these <br />services for a multi-year agreement for future fiscal years.
