OF THE EAST ORANGE COUNTY FEEDER LINE OF THE iIE'ilR~p~QLI~IA~.~I~ ~IllIC,~,,IS URGENTLY tqEEDED A~D '~)~f~-~ ALL CITIES, PUBLIC AGENCIES A~qO WATER USERS IN ORA~]GE COUNTY TO JOINTLY PARTICIPATE WITH THE i'4ETROPOLITAN WATER DISTRICT IN THE JOINT CONSTRUC- TION AND FINANCING OF SAID FEEDER LINE WHEREAS, the City Council of the City of Santa Ana does find and believe that the construction of the East Orange County Feeder Line of 'the sizes and capacities reconm%ended by i~r. ~obert B. Diemer in ~is letter to the Board of Directors of the ~ietropolitan Water District dated April ~, 1960, is essential to the provision of adequate water supply for this City and the remainder of Orange County; and %~{EREAS, the Board of Directors of the Metropolitan Water District has offered to participate in the construction of this line in the amount of $7,500,000.00; and ?~EREAS, it is essential that all political entities and private water users of Orange County which shall directly or indi- rectly share in the benefits of the greatly increased capacity for importing water into Orange County should participate in the cost of construction of said line; and WHEREAS, the additional capacity which the City of Santa Ana would obtain through the constructi%n of said line will be of immediate benefit to the City and will be essential within five to ten years; and WHEREAS, it is the understanding of this Council that only those agencies actually purchasing capacity in 'this line, or having entitlement to capacities in conformance with existing commitments by the ~4etropolitan Water District shall be permitted to connect to or to take water from this line. -1-
