Page 2 of 8 <br /> <br />Article III. Functions of the WDB <br /> <br /> Section l. The WDB, in partnership with the City, shall provide policy <br />guidance for and exercise oversight with respect to activities contained in the <br />local Workforce Development Plan and work cooperatively with the <br />Workforce Region in the development and implementation of the Regional <br />Workforce plan. <br /> <br /> Section 2. The WDB shall approve, and refer to the Santa Ana City Council <br />for concurrent approval, an effective local and regional Workforce Plan that <br />will provide a coordinated mix of services that best meet the workforce needs <br />of the local labor market. The WDB and the City shall jointly submit the Local <br />and Regional Plan to the Governor of the State of California. <br /> <br /> Section 3. The WDB shall establish performance criteria and provide <br />oversight of the activities conducted to ensure their efficient and effective <br />operation. <br /> <br /> Section 4. The WDB will direct activities designed to actively solicit public <br />and private support for, and participation in, WIOA programs. <br /> <br /> Section 5. The WDB shall perform other functions and duties as required by <br />WIOA, the State of California, or the U.S. Department of Laborin <br />implementing legislation and/or Executive Orders and shall act in <br />accordance with the Act. <br /> <br />Article IV. WDB Membership <br /> <br /> Section l. The WDB members shall be appointed by the Mayor and Santa <br />Ana City Council. Each WDB member shall have one vote, and such voting <br />may not be done by proxy. <br /> <br /> Section 2 In the event of a vacancy, the Chairperson for the WDB will notify <br />the Santa Ana City Clerk within ten (10) days when a vacancy occurs and <br />will forward nominations to the City Clerk for consideration and appointment <br />by the Mayor and City Council. <br /> <br /> Section 3. The WDB shall have up to twenty-five (25) members, with <br />members in the various categories as required by law, as amended from <br />time to time (WIOA Section 107 (b)(2)(A)). Additional members representing <br />the business community may be added to the Board at the discretion of the <br />WDB and approval by City Council. A majority of the members shall be <br />representatives of business who are owners of businesses, chief executives <br />or operating officers of businesses or other business executives or <br />employees with optimum policy making or hiring authority. At a minimum, the <br />membership shall include thirteen (13) business representatives and twelve <br />(12) at large representatives from the following groups: <br /> <br /> Adult Education & Literacy WIOA Title II . (1 member) <br /> Institution of higher education (1 member) <br /> Organized Labor (4=19%) (4 members) <br />EXHIBIT 1
