Gastelo, Edna
From:Sydney Cheung <sydney@ocej.org>
Sent:Tuesday, February
To:Amezcua, Valerie; Phan, Thai; Vazquez, Benjamin; Lopez, Jessie; Bacerra, Phil;
Hernandez, Johnathan; Penaloza, David; eComment; ayn@climateactioncampaign.org
Subject:Agenda Item 18: Oppose Anti-Electrification Resolution
Attention: This email originated from outside of City of Santa Ana. Use caution when opening attachments or links.
Dear Mayor Amezcua and Councilmembers,

My name is Sydney Cheung, and I am the Youth and Education Director at Orange County Environmental Justice, where
we are working to resolve environmental injustices within the county, especially since we know that low-income
communities of color suffer the most. Our office is located in Santa Ana, so we are well invested into the community. I
am urging you to oppose the resolution under Agenda Item 18 at tonight's city council meeting. According to data from
CalEnviroScreen 4.0, the City of Santa Ana faces a disproportionate amount of Orange County’s pollution burden.
Proposed Rules 1111 and 1121 would help address public health issues in the city. As OCEJ works on remediating lead in
the soil in Santa Ana, we understand that health effects can compound, especially from gas appliances. By electrifying
gas appliances such as furnaces and water heaters, the city can reduce residents’ exposure to toxic NOx emissions that
result in asthma, lung cancer, and cardiovascular diseases.

Additionally, there are a number of programs that make installation of electric appliances more affordable for working
families. The state’s HEEHRA program offers families between $4,000-$8,000 for installation costs, and South Coast
AQMD’s Go Zero program provides $1,500 in rebates for water heaters and heat pumps. Electric appliances are not a
burden to Santa Ana residents - they are a public health benefit that is more within reach than ever.

Please oppose the resolution under Item 18.

Thank you,
Sydney

--
Sydney Cheung
Youth and Education Director
Pronouns: she/they
Orange County Environmental Justice (OCEJ)
To help protect your privacy, Microsoft Office
prevented automatic download of this picture
from the Internet.

1
