CITY OF SANTA ANA <br />RFP NO.: 24-028 <br />CONFINED SPACE RESCUE SERVICES AND SAFETY TRAINING <br />SCOPE OF WORK <br />A. INTRODUCTION AND BACKGROUND <br />The City of Santa Ana is located in the County of Orange in Southern California. The City <br />encompasses 27.2 square miles and proudly serves a population over 310,000 people. The City <br />of Santa Ana Public Works Agency — Water Resources Division oversees and maintains the <br />daily operations of the Water System and Sanitary Sewer System and has been proudly serving <br />the community for 150 years. <br />B. SAFETY CONSULTANT RESPONSIBILITIES <br />The Consultant shall be responsible for providing confined space standby services during <br />permit -required confined space (FRCS) entries performed by City Staff and/or by the City's <br />Consultants and Contractors. The majority of PRCS entries will involve entry into appurtenance <br />vaults containing pipelines, water reservoir tanks, culverts, excavations, trenches, and other <br />such work sites. PRCS support services shall be required and requested on an as -needed basis. <br />The Consultant shall have expertise in the following: <br />• Confined space rescue <br />• High angle/low angle retrieval performance tactics and methods <br />• Confined Space attendance and supervisory role allocation <br />• Trench Rescue <br />• Hazard assessments <br />• Rescue planning <br />• Site and space evaluation/classification <br />• Accountability and permit oversight (such as hot work and confined space permit <br />requirements) <br />• Atmospheric monitoring and ventilation <br />• Offshore platform rescue <br />• High angle stand-by rescue for elevated water tanks <br />• Tactical planning procedures <br />• Maintaining and inspecting air quality equipment <br />• Water rescue <br />The Consultant shall provide all tabor, materials, services, and equipment necessary confined <br />space rescue services and safety training. All services, equipment and materials provided by the <br />Consultant must be in accordance with all applicable Federal, State and local regulations, laws, <br />and codes. The City reserves the right to modify the scope of the project at any time. All work <br />shall be in accordance with applicable practices and shall conform to all applicable laws, codes <br />and regulations. <br />In addition, the Consultant must be able to respond to City's request for emergency repair work <br />on a timely manner.
