MINUTES: Councilmember Lopez spoke regarding the City of Santa Ana's <br />Sanctuary status and ordinance. She requested the Sanctuary Policy Advisory <br />Group reconvene and be provided with updates at least every 30 days. <br />Police Chief Robert Rodriguez shared a video regarding the Police Department's <br />stance on public safety. <br />Councilmember Hernandez spoke regarding the importance of public safety and <br />the RFP related to immigration Legal Services, in opposition to iCE collaboration, <br />and in support of the item. <br />Mayor Amezcua spoke in support of the item, stated Santa Ana is a Sanctuary City, <br />spoke in opposition to ICE collaboration, and asked the Chief of Police whether <br />there have been any raids in the City. <br />City Manager Alvaro Nunez confirmed that anytime there is any type of whisper or <br />indication that ICE is in the City staff checks with Police Chief Rodriguez in order to <br />notify residents. <br />Police Chief Rodriguez stated the Police Department has received various reports <br />but there have not been raids in the City. <br />Mayor Amezcua asked whether an Advisory Group was created. <br />Brief discussion ensued regarding the formation of a formal Advisory Group <br />Mayor Pro Tern Vazquez spoke in support of the item and the formation of the <br />Advisory Group. <br />Councilmember Lopez spoke regarding the sensitive nature of the information. <br />Councilmember Phan spoke regarding providing resources, public safety, the City's <br />Sanctuary ordinance and policies, and standing in solidarity with the community and <br />not fear. <br />Councilmember Penaloza stated he is not aware of any sanctuary advisory policy <br />group, spoke in support of Santa Ana being a Sanctuary City, and spoke regarding <br />public safety, providing resources, and working with the community. <br />Councilmember Bacerra spoke regarding public safety and the Police Oversight <br />Commission's role and responsibility, and stated the Police Department is not <br />working with ICE. <br />City Manager Nunez reaffirmed Council's direction to comply with the City's <br />Sanctuary Ordinance and have staff develop an approach that meets the laws and <br />the spirit of the ordinance. <br />Brief discussion ensued regarding the Immigration Legal Services RFP. <br />CITY COUNCIL 13 FEBRUARY 04, 2025 <br />
