CITY OF SANTA ANA <br />RFP NO.: 24-028 <br />CONFINED SPACE RESCUE SERVICES AND SAFETY TRAINING <br />through Friday). <br />C. SCOPE OF SERVICES <br />The City and its Consultant/Contractor entrants will perform various PRCS activities, under <br />emergency and non -emergency conditions, for the purpose of: <br />• Draining and dewatering <br />• Inspections, assessments, and evaluations <br />• Rehabilitation, replacement, maintenance and repairs <br />• Installation and repair of equipment <br />• Maintenance and inspection of air quality equipment <br />The Consultant's services shall include the following tasks: <br />1. SITE SAFETY ASSESSMENT AND MEETINGS <br />The Consultant shall provide a two -person rescue team that shall actively participate in <br />all pre -entry planning and coordination efforts, including but not limited to, attending <br />project coordination meetings in the field to help plan and coordinate the execution of <br />the proposed work. The Consultant's attendance at pre-planning/coordination meetings <br />are necessary for assessing known/unexpected site condition and preparing the <br />contractor, consultant, and City staff for confined space entries. <br />The two -person (potential entrant and attendant/supervisor) or more rescue team <br />shall arrive at the designated worksite at least one (1) hour prior to PRCS entry to <br />evaluate the site for potential hazards, establish appropriate anchors, set up <br />rescue equipment, and meet with City staff to review all site hazards. This meeting <br />must include all entrant(s). Depending on the nature of work, more than one rescue team <br />or additional rescue personnel may be required at the designated work site. <br />Once City entrants have entered a worksite, the distance, grade, and difficult access <br />can limit and/or restrict the entry and exit of these spaces. The spatial constraints, fall <br />hazards, and slippery conditions within the worksite can also limit freedom of <br />movement and hinder a person's ability to exit the space in an emergency. Since the <br />depths, dimensions, access points, atmospheres, and other worksite conditions often <br />vary, each City PRCS entry will need to be evaluated on a case -by -case basis by the <br />confined space entry rescue Consultant. <br />When meeting with City staff, the Consultant will discuss, test, and confirm all methods <br />of communication to be used during the entry. Radios will be used as a primary form <br />of communication and vocal directions shall serve as a secondary alternative form of <br />communication on a case -by -case basis.
