Bristol Street Corridor Specific Plan <br />March 2018 <br />5.3 Circulation and Parking <br />As part of the original Specific Plan and related environmental <br />documentation, a Traffic Study was prepared for the Corridor <br />detailing the existing conditions, comparisons with the <br />General Plan in terms of traffic generation, potential impacts <br />to the surrounding street network and standards for property <br />access. <br />As previously identified, this amendment provides changes in <br />land use designations to allow for additional residential <br />development as well as opportunities for commercial uses on <br />selected parcels. An updated Traffic Study was prepared to <br />analyze impacts associated with the changes and identified <br />that the total number of trips would be a relatively small <br />percentage of the overall original project, and no significant <br />traffic impacts would be experienced as a result of the land <br />use changes. The original analysis and proposed mitigation <br />measures still apply. <br />Daily Trip Generation <br />Following a calculation of the proposed land uses and <br />development intensity, the Specific Plan area will generate <br />7,000 daily trips. This volume represents 42 percent of the <br />1990 General Plan trip generation estimates. <br />Page 160 <br />Impact to Surround Areas <br />The construction of a median on Bristol Street plus the closing <br />of several side streets and their reconfiguration into cul-de- <br />sacs is likely to divert and increase traffic along some adjacent <br />neighborhood streets. This impact is mitigated by two factors: <br />The maximum distance increase resulting from a street closure <br />is 1,850 feet, which is considered modest; and the overall <br />reduction in volume as stated above plus the proposed traffic <br />control measures will ease current circulation conflicts <br />affecting the adjacent streets. <br />Intersection Enhancement <br />Based on the projected traffic generations and movement <br />patterns, no new improvements at any of the corridor's <br />intersections are required beyond those prescribed by the <br />General Plan. <br />Public Transit <br />Bristol Street is identified as a public transit corridor. <br />Following consultations with the Orange County <br />Transportation Authority (OCTA), the following bus turnouts <br />have been incorporated in the Specific Plan. <br />The plan proposes that expanded plaza areas be developed at <br />each turnout to enhance the space for gathering and waiting. <br />Bus Stop Turnouts: <br />North Bound (NB) <br />South Bound (SB) <br />• Warner Avenue Farside NB/SB <br />• St. Gertrude Place Farside NB only <br />• St. Andrew Place Farside SB only <br />• Edinger Avenue Farside NB/SB <br />• Wilshire Street Farside NB only <br />• McFadden Avenue Farside NB/SB <br />• Bishop/Willits Streets Farside NB/SB <br />• 111 Street Farside NB/SB <br />• Santa Ana Boulevard Farside NB/SB <br />• Civic Center Drive Farside NB/SB <br />• Washington Avenue Mid -block SB, Farside NB <br />• 17th Street Farside NB/SB <br />• Santa Clara Avenue Farside NB/SB <br />
