R~SOLUTION 66-157 OF THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA REGARDING THE <br />DUTIES AND RESPONSIBILITIES OF THE CITY <br />MANAGER WITH REFERENCE TO ARTICLE V, <br />SECTION 501, OF THE CHARTER OF THE CITY <br />OF SANTA ANA <br /> <br /> WHEREAS, Section 501 of Article V of the Charter of the City of <br />Santa Ana sets forth the duties and responsibilities of the City <br />Manager as the Chief Administrative Officer and head of the administra- <br />tive branch of the City government; and <br /> <br /> WHEREAS, the said Section 501 of Article V of the Charter of <br />the City of Santa Ana provides that the City Manager shall be <br />responsible to and under the direction of the City Council for the <br />proper administration of all affairs of the City; and <br /> <br /> WHEREAS, included within the general powers and obligations of <br />the City Manager are the following, as provided in Section 501 of <br />Article V of the City Charter: <br /> <br />(a) Subject to the civil service provisions of this Charter, <br />appoint and remove all department heads and officers of the <br />City except those officers the power of appointment of who~ is <br />vested in the City Council and as otherwise provided in this <br />Charter, and pass upon and approve all proposed appointments <br />and removals of subordinate employees, by all officers and <br />heads of offices, agencies, and departments; <br /> <br />(b) Prepare the budget annually and submit it to the City <br />Council and be responsible for its administration after adoption; <br /> <br />(c) Prepare and submit to the City Council as of the end of <br />the fiscal year a complete report on the finances and ad- <br />ministrative activities of the City for the preceding year; <br /> <br />(d) Keep the City Council advised of the financial condition <br />and future needs of the City and make such recommendations as <br />to these matters as may see~ to him desirable; <br /> <br />(e) Keep himself informed of the activities of the several <br />agencies, offices, and departments of the City and see to the <br />proper administration of their affairs and the efficient <br />conduct of their business; <br /> <br />(f) Be vigilant and active in causing all provisions of the <br />law to be executed and enforced; <br /> <br />(g) Perform all such duties as may be prescribed by this <br />Charter Or required of him by the City Council, not inconsistent <br />with this Charter; <br /> <br />(h) Submit a monthly report to the City Council covering <br />significant activities of the City agencies, offices, and <br />departments under his supervision and any significant changes <br />in administrative rules and procedures promulgated by him; <br /> <br />(i) Submit special reports in writing to the City Council in <br />answer to any requests for information filed with him by a <br />member of the City Council; and <br /> <br /> WHEREAS, the City Council, in keeping with its proper function, <br />and bearing in mind the powers and obligations of the City Manager as <br />hereinabove described, wishes hereby to express its serious concern <br />upon the question of the operation of the Police Department of the <br />City of Santa Aha, and upon certain inharmonious and disruptive <br />elements within said police department; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED: That the City Council of the <br />City of Santa Aha hereby expresses its conviction that the City <br /> <br /> <br />
