RESOLUTION 67-17 OF THE CITY COUNCIL OF TF~ CITY <br />OF SANTA ANA REQUESTING AMENDMENTS TO THE STREETS <br />AND HIGHWAYS CODE RELATING TO ADMINISTRATION OF <br />THE GAS TAX STREET IMPROVEMENT PROGRAM <br /> <br /> WHEREAS California State and local governments have worked <br />together to develop the finest network of city streets, county <br />roads, and state highways in the country; and <br /> <br /> WHEREAS, the principle of home rule or local responsibility <br />in the field of government has proven to be the most effective <br />political concept in nearly every area of governmental activity; <br />and <br /> <br /> WHEREAS, certain provisions of the Collier-Unruh Act have <br />resulted in a burdensc~ne paper workload which annually costs the <br />State Department of Public Works $1,000,000.00 and costs local <br />administration considerably more than $1,000,000.00 which funds <br />could be used to better advantage for actual street construction; <br />and <br /> <br /> WHEREAS, the cities and counties of the State of California <br />have competent staff personnel to plan, design, and construct <br />streets and highways to conform with the State-approved standards <br />under the Collier-Unruh Act; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED: That the Legislature of the <br />State of California be requested and encouraged to amend the <br />Streets and Highways Code of California to provide for: <br /> <br /> 1. Elimination of the matching fund requirement under Section <br />186.5 of the Collier-Unruh Local Transportation Development Act. <br /> <br /> 2. A program for the certification of local engineering <br />departments having qualified engineering staffs and procedures <br />whereby the geometric and construction standards established by <br />their engineering staffs may be utilized on select system projects <br />if certified by a local engineer to be in general agreement with <br />the State approved standards under the Collier-Unruh Act. <br /> <br /> 3. Extending the accumulation period for Collier-Unruh funds <br />from two to five years with the provision that the City may <br />petition the State Department of Public Works for permission to <br />accumulate funds beyond the five-year limitation to a maximum of <br />ten years. <br /> <br /> 4. Combining the funds and programs of Section 186.1 of <br />the Collier-Unruh Local Transportation Development Act and <br />Section 2107 of the Streets and Highways Code into a single pro- <br />gram to simplify administration. <br /> <br /> BE IT FURTHER RESOLVED: That copies of this Resolution be <br />forwarded to Governor Ronald Reagan, Senator John Schmitz, <br />Assemblyman Robert Badham, the Chairman of the Senate Trans- <br />portation Committee, the Chairman of the Assembly Transportation <br />and Commerce Committee, and the League of California Cities. <br /> <br /> PASSED AND ADOPTED by the City Council of the City of Santa <br />Ana at its regular meeting held on the 6th day of February, 1967. <br /> <br />ATTEST: <br /> <br />CLERK OF THE COUNCIL <br /> <br /> <br />
