RESOLUTION 67-102 SUPPORTING THE LOCATION <br />OF A FEDERAL BUILDING IN THE ORANGE COUNTY- <br />SANTA ANA CIVIC CENTER <br /> <br /> WHEREAS, Orange County is now the second most populated county <br />in the State of California with a population exceeding 1,250,000 <br />persons; and <br /> <br /> WHEREAS, Orange County is one of the fastest growing metropolitan <br />areas in the United States with a growth rate exceeding 190 persons <br />daily and an estimated population of 1,514,000 persons by 1970 and <br />2,343,000 persons by 1980; and <br /> <br /> WHEREAS, Orange County is the only metropolitan area in the <br />United States today which is not served by any Federal Building; and <br /> <br /> WHEREkS, the City of Santa Ana, which is the County Seat for <br />Orange County, and which had a population of 100,000 persons in 1960 <br />and today has a population of over 145,000 persons, has experienced <br />this same rapid growth and development which urgently require additional <br />Federal facilities; and <br /> <br /> WHEREAS, the County of Orange has located its finance, <br />engineering, health and welfare, court house, jail facilities and <br />utilities buildings in the Orange County-Santa Ana Civic Center, which <br />is described in the map attached hereto; and <br /> <br /> WHEREkS, the City of Santa Ana has located its police facilities <br />building, central library, and stadium in the Orange County-Santa Ana <br />Civic Center, and plans to locate its new City Hall in this center; and <br /> <br /> WHEREAS, said buildings represent a total public investment <br />exceeding thirty-eight million dollars in local tax funds; and <br /> <br /> WHEREAS, all of the planning studies which have been prepared <br />for the ultimate development of the center have clearly indicated <br />the wisdom of centralizing all major public buildings, including a <br />Federal Building, in this Civic Center for maximum efficiency of <br />operation, economy of land use, and convenience for the public; and <br /> <br /> WHEREAS, the Federal Government could achieve substantial <br />economies and greatly improve its services to the public by centralizing <br />in this Civic Center many of its more than 25 facilities occupying <br />approximately 100,000 square feet of space which are currently <br />scattered throughout the City of Santa Ana. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of the City <br />of Santa Ana, California, that it supports and endorses the location <br />of a Federal Building within or immediately adjacent to the Orange <br />County-Santa Ana Civic Center; and <br /> <br /> BE IT FURTHER RESOLVED, that United States Senators Thomas H. <br />Kuchel and George Murphy and Congressmen Richard T. Hanna and <br />James B. Utt be sent a copy of this resolution and memorialized to <br />initiate and support any measures to achieve the objectives set forth <br />herein. <br /> <br /> BE IT FURTHER RESOLVED: That the Board of Supervisors of <br />Orange County, California, and the Civic Center Commission each be <br />sent a copy of this Resolution and be requested to endorse and support <br />this project. <br /> <br /> PASSED AND ADOPTED by the City Council of the City of Santa Ana <br />at its regular meeting held on the 19th day of June, 1967. <br /> <br />CLERK OF THE COUNCIL VICE-MAYOR <br /> <br /> <br />
