RESOLUTION 67-186 DESIGNATING SECURITY FIRST <br />NATIONkL BA/~K kS THE DEPOSITORY FOR CITY OF <br />SANTA ANA FUNDS EFFECTIVE JA!~K3ARY 1, 1968, AND <br />DESIGNATING SIGNATURES AUTHORIZED FOR THE <br />PURPOSE OF WITHDP~WAL OF SAID FUNDS <br /> <br /> W~EREAS, heretofore the City Council of the City of Santa Ana has <br />declared a policy of designating a bank in the City to handle the demand <br />deposits of City funds and, conforming to said expressed policy, now <br />declares a new period to begin January 1, 1968. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED: That the Security First National <br />Bank, 890 North Main Street, located in Santa Ana, California, is hereby <br />designated as the banking institution to receive and handle deposits of <br />Santa Ana City funds and trust funds in the control of said City <br />beginning January 1, 1968, and continuing for a term of two years unless <br />sooner terminated. <br /> <br /> BE IT FURTHER RESOLVED: That the Director of Finance of said City <br />is hereby authorized for and on behalf of said City, and as its officer <br />and agent, to sign City of Santa Aha checks for the withdrawal of said <br />funds so deposited both by facsimile signature machine-imprinted upon <br />City checks and by his manually affixed signature. <br /> <br /> BE IT FURTHER RESOLVED: That the Deputy City Treasurer is hereby <br />authorized for and on behalf of said City, and as an agent of said City, <br />to sign City of Santa Ana checks for the withdrawal of said funds so <br />deposited by his manually affixed signature. <br /> <br /> BE IT FURTHER RESOLVED: That said Bank is hereby authorized and <br />directed to pay out from said City funds to the payee designated on any <br />City checks, signed in the manner and by persons hereinabove authorized, <br />in the amount shown on the face of said check. <br /> <br /> BE IT FURTHER RESOLVED: That because of physical absence, <br />incapacity or death of said agents it may be necessary on a temporary <br />basis to write emergency orders for the signing of City checks, the <br />City Manager is hereby authorized to designate in writing an agent or <br />agents who shall then be authorized to sign City checks for the payment <br />or withdrawal of said funds. Any such authorization shall set forth <br />the necessity for the designation, the period of time during which <br />authorization shall continue, by giving the exact starting and termi- <br />nating dates, and shall contain the certification of the Clerk of the <br />Council of the City of Santa Ana over the official City seal certifying <br />that said authorization is, in fact, signed by the qualified and acting <br />City Manager, and shall bear a specimen signature of the person <br />designated as such temporary agent. <br /> <br /> BE IT FURTHER RESOLVED: That a certified copy of this Resolution, <br />together with copies of the signatures of the two agents herein authorized <br />to act in manual form and a copy of the facsimile signature machine- <br />imprint certified by the Clerk of the Council to be the signatures of <br />said persons, and an imprint of the official facsimile signature plate, <br />shall be delivered to said bank before the first day of January, 1968. <br /> <br /> BE IT FURTHER RESOLVED: That the Clerk of the Council shall <br />deliver to said Bank before the first day of January, 1968, her <br />certificate as provided for in the paragraph next above. At any time <br />either or both of said agents leave the employment of the City, is <br />absent therefrom or incapacitated for a period of time that will affect <br />the making of City checks, the Clerk of the Council shall notify said <br />Bank of said fact and shall certify the names, titles and signatures of <br />the person or persons then designated as agents of the city for the <br />purpose of signing City checks in the manner hereinabove provided for <br />and shall so notify said Bank of every termination of such authorization <br />immediately upon receiving such information, and such information shall <br />be her first duty and responsibility in the event of termination of any <br />such authorization of any such agent for the City. <br /> <br /> <br />
