RESOLUTION 68-17 OF THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA, CALIFOP~NIA, URGING CONSIDERATION OF <br />THE UNIFORM BUILDING CODE AS ADOPTED BY THE <br />INTERNATIONAL CONFERENCE OF BUILDING OFFICIALS IN <br />CONNECTION WITH ANY CHANGES MADE IN EITHER STATE <br />LEGISLATION OR AMENDMENTS TO THE CALIFORNIA <br />ADMINI STP~ATIVE CODE <br /> <br /> WHEREAS, it has come to the attention of this City Council <br />that the Building Standards Commission and the Commission of Housing <br />and Community Development have scheduled a hearing in San Francisco <br />on February 26, 1968, to consider amending various provisions of the <br />Administrative Code relative to buildings; and <br /> <br /> WHEREAS, it appears that such proposed amendments would have <br />the effect of creating conflicts with the Uniform Building Code as <br />established by the International Conference of Building Officials; <br />and <br /> <br /> WHEREAS, such Uniform Building Code and standards set forth <br />therein, adopted through the democratic processes of joint efforts <br />of building officials, have been developed to meet the various <br />problems involving the construction industry and building generally <br />and the needs of uniformity, not only in California, but in other <br />states and various parts of the world; and <br /> <br /> WHEREAS, regulations inconsistent with such Uniform Building <br />Code, whether adopted by an administrative body of the State of <br />California, by the State Legislature, or by any other body, would <br />not serve the best interest of the State of California and the in- <br />habitants of local government, unless it were clearly shown that a <br />provision in such Uniform Building Code was not adequate; and <br /> <br /> WHEREAS, there has been no showing by evidence or by any claim <br />whatsoever that any of the standards set forth in such Uniform <br />Building Code are inadequate; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of the City <br />of Santa Ana, California, as follows: <br /> <br /> 1. That the Building Standards Commission and the Commission <br />of Housing and Community Development be strongly urged not to adopt <br />any rules, regulations, or standards that would be in conflict with, <br />or which would supersede, any provisions of said Uniform Building <br />Codes as adopted by the International Conference of Building Officials; <br />and, further, that the California State Legislature be urged to <br />adopt legislation requiring State agencies to take into consideration <br />said Uniform Building Code and prohibiting them from enacting rules, <br />regulations, or standards contrary to said Code unless it is clearly <br />shown by overwhelming evidence that such standards do not meet <br />minimum requirements for preserving health, safety, and welfare. <br /> <br /> 2. That the Clerk of the Council of the City of Santa Ana is <br />hereby directed to certify to the passage and adoption of this <br />Resolution, causing copies thereof to be sent to the Governor of the <br />State of California, the California State Legislature, the League of <br />California Cities, the International Conference of Building Officials, <br />and the California Chapter of the International Conference of Building <br />Officials; and such Resolution shall thereafter be in full force and <br />effect. <br /> <br /> PASSED AND ADOPTED by the City Council of the City of Santa <br />Ana at its regular meeting held on the 19th day of Febr3~~. _ <br /> <br />CLERK OF THE COUNCIL <br /> <br /> <br />
