RESOLUTION 68-32 FAVORING THE RETENTION <br />OF THE PRESENT METHOD OF ALLOCATING <br />CIGARETTE TAX REVENUES <br /> <br /> WHEREAS, presently the legislature of this State is con- <br />sidering the appropriate method of allocating the three cents ($.03) <br />per pack tax imposed upon the sale of each package of cigarettes; and <br /> <br /> WHEREAS, many formulae have been developed how such allocation <br />between counties and cities should be effected; and <br /> <br /> WHEREAS, all formulae developed in recent times have been, <br />necessarily, in derogation of the method currently being employed, <br />to wit: distribution on the basis of site of taxable sales; and <br /> <br /> WHEREAS, the City Council of the City of Santa Ana, as well <br />as the administrative staff of said City, is of the opinion that the <br />current method of distribution of the cigarette tax revenue is a <br />fair and equitable one; and that any deviation from the system <br />currently employed would necessarily be the result of compromise <br />and would bear no justifiable relationship to any pertinent factor; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED: That the City of Santa Ana <br />is of the opinion that the current method of allocating the three <br />cent ($.03) per pack tax upon the sale of cigarettes is equitable <br />and just, and based upon a system which has been tried and found <br />to work; <br /> <br /> BE IT FURTHER RESOLVED: That the City of Santa Ana opposes <br />and will oppose any attempt to alter the present system of allocation <br />of said tax revenues, on the ground that any other system will be but <br />a forced compromise without justifiable relationship to any demon- <br />strable factor; <br /> <br /> BE IT FURTHER RESOLVED: That the opposition of the City of <br />Santa Ana also takes into account the facility with which other tax <br />allocation might be altered were the allocation of cigarette tax <br />moneys to be altered; <br /> <br /> BE IT FURTHER RESOLVED: That copies of the Resolution be <br />sent to our legislators, to the League of California cities, and to <br />the Orange County League of California Cities, with the advice that <br />any position taken on this question by the League of california Cities <br />contrary to the views set forth herein will not be as the representative <br />of the City of Santa Ana. <br /> <br /> PASSED AND ADOPTED by the city Council of the City of Santa <br />Ana at its regular meeting held on the 18th day of March,~ <br /> <br />CLERK OF THE COUNCIL <br /> <br />STATE OF CALIFORNIA) <br />COUNTY OF ORANGE ) <br />CITY OF SANTA ANA ) <br /> <br />SS <br /> <br /> I, DORIS M.
