RESOLUTION 68-84 AFFIRMING THE DECISION OF THE <br />PLANNING COMMISSION AND GP. ANTING A VARIANCE ON <br />VA 68-22, FILED BY JOHI~ A. O'CONNOR, SUBJECT <br />TO CERTAIN CONDITIONS <br /> <br /> WHEREAS, after public hearing on notice, the Planning <br />Commission granted a variance on VA 68-22, filed by JOHN A. <br />O'CONNOR, to permit the construction of a convalescent hospital <br />at 1951 North Fairview Street, Santa Ana, California, in an <br />R-1 District; and <br /> <br /> W~EREAS, Appeal Application 207 was filed by RIVERVIEW <br />HOSPITAL appealing the decision of the Planning CoK~ission and <br />presenting the matter to the City Council; and <br /> <br /> WHEREAS, the City Council, after public hearing on notice, <br />has determined that said Variance Application meets the require- <br />ments of Section 9250.8 of the Santa Aha Municipal Code and that <br />said Variance should be granted subject to certain conditions; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED: That the City Council of <br />the City of Santa Ana does hereby affirm the decision of the Planning <br />Commission and does hereby grant a variance on VA 68-22, filed by <br />JOHN A. O'CONNOR, to permit the construction of a convalescent <br />hospital at 1951 North Fairview Street, Santa Ana, California; said <br />Variance is granted subject to the following conditions: <br /> <br />That the development be according to the revised and approved <br /> plot plan and elevations, except for minor modifications to <br /> be approved by the Planning Department; <br /> <br />That a 10-foot landscaped yard be maintained along Edna Drive <br /> for the entire length of the development, except at approved <br /> drives. The 10-foot yard shall be landscaped in accordance <br /> with a detailed landscape plan to be submitted and approved <br /> by the Planning Department; said landscaping shall be <br /> continuously maintained; <br /> <br />3. That the trash area be enclosed with a 6-foot high masonry wall <br /> and solid gate; <br /> <br />That a 6-foot high masonry wall (height to be measured from <br /> finished grade) be erected along the easterly property line <br /> adjacent to the proposed parking if and when the adjacent <br /> property is developed for residential purposes. <br /> <br />THE FOLLOWING CONDITIONS ARE TO BE COMPLIED WITH PRIOR TO THE ISSUANCE <br />OF A BUILDING PERMIT: <br /> <br />That a deed be provided for Fairview Street for vehicular access <br /> rights except at approved drive; <br /> NOTE: Approved drive is to be a 35-foot single drive or a <br /> 40-foot drive in combination with adjacent property <br /> to the south; <br /> <br />That an on-site drainage flow plan and grading plan be submitted <br /> to the Department of Public Works; <br /> <br />7. That all conditions that may be set by Council for Parcel Map <br /> 544 be complied with; <br /> <br />THE FOLI~OWING CONDITIONS ARE TO BE COMPLIED WITH PRIOR TO ISSUANCE <br />OF UTILITIES RELEASE BY THE DEPARTMENT OF BUILDING SAFETY AND HOUSING: <br /> <br />8.
