RESOLUTION 69-6 OF THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA DECLARING ITS POSITION ON THE OR3~NGE <br />COUNTY HARBOR DISTRICT AND APPROVING THE PROGRAM <br />OF THE ORANGE COUNTY LEAGUE OF CITIES TO INITIATE <br />DISSOLUTION PROCEEDINGS <br /> <br /> WHEREAS, the taypayers within the Orange County Harbor <br />District should have an opportunity to determine their future <br />with regard to harbor facilities and services, and <br /> <br /> WHEP~EAS, the original purpose of said harbor district, <br />to wit: to develop and maintain Newport Harbor, has been so <br />greatly changed, altered and added to by legislative amendments <br />that the present purposes, powers and philosophy of the harbor <br />district are entirely different from the original purposes, <br />powers and philosophy of said district; and <br /> <br /> WHEREAS, there appears to be some overlapping of juris- <br />diction between the Harbor District and certain cities relating <br />to law enforcement and fire fighting, and some expenditures by <br />the Harbor District of funds for local benefit rather than <br />regional recreational benefit; and <br /> <br /> WHEREAS, there exists a separate taxing jurisdiction in <br />the agency of the Harbor District which levies taxes to be used <br />exclusively for harbor purposes; and <br /> <br /> WHEREAS, there exist two parallel administrative agencies, <br />the District and the County, for the administration of the <br />regional harbors, beaches, and parks program in Orange County; and <br /> <br /> W~EREAS, representatives of twenty-four of the cities in <br />Orange County in April, 1968, at the League of Cities Board meeting, <br />voted that "action be taken to cause the dissolution of the Orange <br />County Harbor District as it now exists", and "that the functions <br />of said Harbor District be undertaken by a separate department of <br />the County government in conjunction with parks, beaches, harbors, <br />and regional recreation generally,"; and <br /> <br /> WHEREAS, it would be of benefit to the residents and taxpayers <br />in both the cities of Orange County and the County generally to <br />undertake these changes; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA: That it is in the best interests of the <br />citizens of this city and the County of Orange (a) that the Orange <br />County Harbor District be dissolved, and (b) that the duties and <br />functions of said District be transferred to a County Department <br />of Parks, Beaches and Harbors under the County Administrative <br />Officer of Orange County and the Board of Supervisors of Orange <br />County; <br /> <br /> BE IT FURTHER RESOLVED: That the City of Santa Ana's <br />representative to the Executive Committee of the Orange County <br />League of Cities is hereby authorized to vote in favor of the plan <br />proposed by the League of Cities Harbor District Dissolution <br />Committee. <br /> <br /> PASSED AND ADOPTED by the City Council of the city of Santa <br />Ana at its regular meeting held on the 20th day of January, ~3~9~. <br /> <br />C~ OF ~E C0~CIL <br /> <br />-1- <br /> <br /> <br />
