RESOLUTION 69-63 PRE-EMPTION <br />OF LOCAL CITY CONTROL <br /> <br /> WHEREAS, Assembly Bill NO. 61 is designed for the sole <br />purpose of allowing cities and counties to enact ordinances to <br />control, if they so desire,"topless" and "bottomless" exhibitions <br />and demonstrations, without fear of state pre-emption; and <br /> <br /> WHEREAS, the full Assembly has approved this bill by a <br />vote of 50 to 10, and the Senate Governmental Efficiency Co~mittee <br />has taken this bill "under submission"; and <br /> <br /> WHEREAS, this bill is supported by the League of California <br />Cities, the County Board of Supervisors' Association, and Governor <br />Reagan; and <br /> <br /> WH~P~KAS, the City of Santa Ana has places featuring "top- <br />less" and'Bottomless" entertair~ent despite the coramunity concensus <br />that such "entertainment" is offensive; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED: That the City Council of <br />the City of Santa Ana hereby expresses, on behalf of the citizens <br />of this cc~muunity, its support of Assembly Bill No. 61; and urges <br />that our Senators be urged to communicate the sense of this Reso- <br />lution to the Senators serving on the Governmental Efficiency <br />C~ittee in order that this local problem may be resolved locally. <br /> <br /> PASSED AND ADOPTED by the City Council of the City of Santa <br />Aha~ at its regular meeting held on the 21st day of April, 1969. <br /> <br />ATTEST: <br /> <br />CLERK OF THE COUNCIL <br /> <br />MAYOR <br /> <br />STATE OF CALIFORNIA ) <br />COUNTY OF ORANGE ) <br />CITY OF SANTA ANA ) <br /> <br />SS <br /> <br /> I, FLORENCE I.
