RESOLUTION 69-117 OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA SUPPORTING THE ENACTMENT OF <br />LEGISLATION TO ALLOW 1970 CENSUS QUESTIONNAIRE <br />REPLIES TO BE ON A VOLUNTARY BASIS <br /> <br /> WHEREAS, the Federal Government will conduct a national <br />population survey in the year 1970; and <br /> <br /> WHEREAS, this survey will employ questionnaires contain- <br />ing numerous items of inquiry; and <br /> <br /> WHEREAS, many of these questions are of a highly personal <br />nature which the Council deems unnecessary to a successful census; <br />and <br /> <br /> WHEREAS, replies to these questions are made mandatory under <br />penalty of the law; and <br /> <br /> WHEREAS, the Council sees the forced response to personal <br />questions as a further erosion of personal liberty; and <br /> <br /> WHEREAS, the Council vigorously opposes any trend toward <br />the confiscation of individual rights; <br /> <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA ANA, <br />CALIFORNIA, DOES HEREBY RESOLVE: <br /> <br /> 1. To pledge its unqualified support to the enactment of <br />legislation designed to allow the replies to questions appearing <br />on the 1970 Federal Census questionnaires to be on a voluntary <br />basis; and <br /> <br /> 2.
