No. 54-37 <br />Industrial Zoning <br />southwest of <br />Santa Ana <br /> <br /> On motion of Councilman Jerome, seconded by McBride and carried, the <br /> fcllewing Ordinance entitled: <br /> <br /> "Ordinance amending Santa Ana Municipal Code <br /> by amending Article IX thereof creating changes <br /> in district boundaries and by amending Sheets <br /> Number 24 and 45 of the Districting Map to show <br /> the reclassifica~ion" <br /> <br /> of property situated on the east side of Minnie Street between Chest- <br /> nut and McFadden Streets, from the R-1 District to the M-1 District, <br /> in accordance with amendment application of Annie C. Chavlton, was <br /> <br /> introduced, considered and placed on file for second reading. <br /> , <br /> <br />Communication was read from the Pacific Electric Railway Company <br />advising that they will make necessary application to the Interstate <br />Commerce Commission for permission to abandon the tracks on Fourth <br />Street, under te~ms and conditions to be agreed upon by the Council <br />and remove rails and other appurtenances, provided ~he 95-acre parcel <br />knewn a s the Borchard property is annexed to the City and is re-zoned <br />for industrial use and that the Railway Company is able to complete <br />arrangements for an alternate route. On motion of Councilman McBride <br />seconded by Jerome and carried, the communication was received and <br />filed. The letters were read from the First National Bank, <br />Commercial National Bank, Security First National Bank and Bank of <br />America, reference the effect on lending policies in the southwest <br />portion of Santa Ana should the property lying south of Delhi Road and <br />west of Main Street be zoned to M-1. On motion of Councilman McBride <br />seconded by Dahl and carried, the letters were received and filed. <br />Councilman Jerome requested the Clerk to read the Resolution whereby <br />the Council resolves: Upon the purchase by the Southern Pacific - <br />Pacific Electric Railroads of p~operty south of Delhi Road between the <br />extension of Flower Street on the west and a line 1800 feet east on <br />Delhi Road and extending to the Pacific Railway, comprising approx- <br />imately 96 acres, and upon annexation of the area to the City of Santa <br />Ana, the Council declares ire intention to zone the property for light <br />manufacturing (M-~), such zoning to be contingent upon four provisions <br />It was moved by Councilman Jerome, seconded by McBride, that the <br />Resolution be adopted. Messrs. E.A.Meredith, Andrew Beyer, Fred <br />Devenney, etal, objected to the zoning for the reasons that it would <br />devaluate property and would prevent the g~owth of the City to the <br />southwest for residential purposes. Attorney Roger Howell s tared <br />that the letters from the various bankers did not determine the effect <br />of property values if the area is zoned for industry. Attorney Mize, <br />on behalf of various property owners in the a~ea, stated that the <br />opinions Of persons who have had experience in these matters' should be <br />considered. Stewart S. MePhereon read letters from the Panamora <br />Sells Sales Company of Van Nuys and Architect, Styles Clement, stating <br />that homes have been constructed near industries and property values <br />have not been effected in the Van Nuys area. J. Ogden Ma~kel gave <br />additional reasons for opposing the re-zoning of the area in question <br /> <br /> <br />
