RESOLUTION 69-160 ENDORSING ACTION OF THE <br />TRANSPORTATION ASSOCIATION OF SOUTHERN <br />CALIFORNIA SEEKING REDUCED AND SIMPLIFIED <br />FEDERAL CONTROLS RELATED TO THE "TOPICS" <br />PROGRAM <br /> <br /> WHEREAS, the Transportation Association of Southern california <br />has by action of its Executive Board adopted a resolution at its <br />regular meeting of August 28, 1969, that the Department of Transpor- <br />tation of the Federal Government take action to reduce the compli- <br />cated system of procedures pertaining to the TOPICS Program, <br />(Traffic Operations Program to Improve Capacity and Safety); and <br /> <br /> WHEREAS, Southern California Association of Governments of <br />which the City of Santa Ana is a member has on October 2, 1969, <br />taken action supporting the resolution of the Transportation <br />Association of Southern California; and <br /> <br /> WHEREAS, the Congress of the United States in the 1968 <br />Session added a new Section 135, "Urban Area Traffic Operation <br />Improvement Programs," amending Chapter I of Title 23, United States <br />Code of the Federal-aid Highway Act; and <br /> <br /> WHEREAS, the Transportation Association of Southern california <br />believes that the TOPICS Program, under the intent of Congress, can <br />greatly improve the capacity and safety of urban streets; and <br /> <br /> WHEREAS, the United States Department of Transportation, <br />Federal Highway Administration, Bureau of Public Roads, under their <br />various Policy and Procedure Memorandums are complicating the use <br />of the funds authorized by Congress with the numerous reports and <br />controls placed upon these funds; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED: That the city of Santa Ana <br />does hereby endorse the resolution of the Transportation Association <br />of Southern california adopted August 28, 1969, and the recitals and <br />recommendations therein contained and hereby proposes that every <br />effort be made to revise and decrease the excessive Federal <br />procedures and controls related to the TOPICS Program. <br /> <br />PASSED AND ADOPTED by the City Council of the City of Santa <br /> <br />Ana at its regular meeting held on the <br /> <br />ATTEST: <br /> <br />CLERK OF THE COUNCIL <br /> <br />20th day of October, 1969. <br /> MAYOR <br /> <br />STATE OF CALIFORNIA) <br />COUNTY OF ORANGE ) <br />CITY OF SANTA ANA ) <br /> <br />SS <br /> <br /> I, FLORENCE I.
