RESOLUTION 70-44 FAVOPdNGTHE PERIPHERAL <br />CANAL PROJECT <br /> <br /> WHEREAS, the Peripheral Canal Project is proposed as a <br />general use feature of the california State Water Project, and <br />the Federal Central Valley Project; and <br /> <br /> WHEREAS, the State Department of Fish and Game, after over <br />eight years of study at a cost of over three million dollars has <br />concluded that the Peripheral Canal Project is the only plan that <br />can protect the fish and aquatic resources of the Delta and also <br />provide opportunities for their enhancement; and <br /> <br /> WHEREAS, the State Department of Water Resources, after <br />conducting comprehensive studies on Delta Recreation, Delta Levy <br />Protection, Delta and Bay Water quality and other environment <br />studies at a cost of over one thousand man years of effort and <br />ten million dollars has found the Peripheral Canal to be the best <br />plan for the protection of the Delta environment and contracted <br />requirements of the State Water Project; and <br /> <br /> WHEREAS, the quality of Colorado River Water, Santa Ana <br />River Water, and ground water is approaching U.S. Public Health <br />minimum drinking water standards and therefore cannot be utilized <br />for combining with reclaimed water; and <br /> <br /> WHEREAS, the State of California is presently diverting <br />6.2 million acre feet of Colorado River water to its use and must <br />reduce the diversion to 4.4 million acre feet when the State of <br />Arizona starts diverting its allotment as prescribed by the United <br />States Supreme Court, and <br /> <br /> WHEREAS, the taxpayers of Santa Ana have contributed <br />$346,000 in the fiscal year 1968-69 for construction of the <br />california Water Project and will continue to pay taxes in <br />increasing amounts as assessed valuations increase even if the <br />same tax rate is maintained by the Metropolitan Water District, and <br /> <br /> WHEREAS, the Peripheral Canal Project would provide the <br />City of Santa Ana with a source of high quality Sacramento River <br />water by transporting it around the Delta without comingling the <br />river water with brackish Delta water or saline San Francisco Bay <br />water. If the river water is transported through natural channels <br />to the Clifton Forebay, the water quality will be degraded and the <br />ecology of the Delta will be endangered. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED: That the City of Santa Ana <br />urges the Honorable Ronald Reagan, Governor of the State of <br />california, to promptly approve the 1969 Bureau of Reclamation <br />Feasibility Report un the Peripheral Canal and promptly transmit <br />the State's comments to the U.S. Secretary of the Interior, and <br />that necessary agreements with the Federal Government for its <br />construction and operation be executed; and <br /> <br /> BE IT FURTHER REsoLVED: That Congress is strongly urged <br />to enact legislation to authorize the Peripheral Canal and to <br />provide funds for its construction in order that the 1977 completion <br />date may be met. <br /> <br /> PASSED AND ADOPTED by the City Council of the City of Santa <br />Ana at its regular meeting held on the 18th day of May, 1970. <br /> <br />ATTEST: <br /> <br />MAYOR <br /> <br />-1- <br /> <br /> <br />
