RESOLUTION 70-49 AFFIRMING THE DECISION OF THE <br />PLANNING COMMISSION AND GRANTING A CONDITIONAL <br />USE PERMIT ON APPLICATION NO. 70-2 FILED BY <br />JACK L. LIGHTFOOT, SUBJECT TO APPLICABLE CONDITIONS <br /> <br /> WHEREAS, after public hearing on notice, the Planning <br />Commission granted a conditional use permit on Application for <br />Conditional Use Permit No. 70-2, filed by JACK L. LIGHTFOOT, <br />to construct and operate a riding stable with monthly horse <br />shows in the A-1 District on the south side of Fifth Street between <br />Newhope and Euclid Streets, Santa Ana; and <br /> <br /> WHEREAS, Appeal Application No. 232 was filed by HELEN J. <br />PETER~ON appealing the decision of the Planning Commission to <br />grant said conditional use permit and presenting the matter to the <br />City Council; and <br /> <br /> WHEREAS, the City Council, after public hearing on notice <br />has determined that said Application for Conditional Use Permit <br />meets the requirements of Section 41-638 of the Santa Ana Municipal <br />Code and that said Conditional Use Permit should be granted <br />subject to certain applicable conditions; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED: That the City Council of <br />the city of Santa Ana does hereby affirm the decision of the <br />Planning Commission and does hereby grant a conditional use permit <br />on Application for Conditional Use Permit No. 70-2, filed by <br />JACK L. LIGHTFOOT, to construct and operate a riding stable with <br />monthly horse shows in the A-1 District on the south side of <br />Fifth Street between Newhope and Euclid Streets, Santa Ana; said <br />Conditional Use Permit is granted subject to the following conditions: <br /> <br />That a revised plot plan (to scale and fully dimensioned) <br />be submitted to and approved by the Planning Department <br />indicating a minimum of one parking space for each two <br />horse stalls or a minimum of 14 spaces adequately marked <br />and which conform to the City parking standards. That <br />development be according to the revised plot plan, except <br />for minor modifications approved by the Planning Department. <br /> <br />That the access drive and parking areas be top dressed with <br />decomposed granite, pea gravel, or other material which will <br />inhibit dust and provide adequate drainage from these areas. <br /> <br />3. That the arena, at all times, be adequately top dressed with <br /> oil in order to eliminate any dust problem. <br /> <br />4. That stable roofs be either sloped away from corrals or <br /> guttered. <br /> <br />That cohditional Use Permit 70-2 will apply only to the <br />establishment of a riding and boarding stable and horse <br />shows to occur not more than once monthly. <br /> <br />That this conditional use permit shall become null and void <br />one year from the date of approval unless extended by the <br />Planning Department for one year. <br /> <br />PASSED AND ADOPTED by the City Council of the City of Santa <br /> <br />Ana at its regular meeting held on the <br />ATTEST: <br /> <br />CLERK OF THE COUNCIL <br /> <br />18th day of May, 1970. <br /> <br />M~YOR <br /> <br />-1- <br /> <br /> <br />
