e <br /> <br />e <br /> <br />To minimize loss of life, damage to property, and hard- <br />ships resulting from disaster. <br /> <br />To preserve law and order. <br /> <br />To initiate, coordinate and conduct necessary recovery <br />operations of rescue, evacuation, care of survivors, <br />control of fires and looting. <br /> <br />To conduct such controls as appropriate in the best public <br />interest toward the conservation and utilization of food, <br />petroleum, medical supplies, drugs and other essential <br />commodities as may be available within the City. <br /> <br />To bring about the normal function of the City as soon as <br />possible. <br /> <br />TO provide mutual aid and assistance to other jurisdic- <br />tions affected by disaster. <br /> <br />IV. SITUATION <br /> <br />Santa Aha is a rapidly growing city with a current population of <br />155,000 people, encompassing an area of 26.70 square miles. Its <br />topography is flat and subject to inundation and sheet overflow in <br />the event of heavy rains. The City is located 37 miles southeast <br />of Los Angeles Civic Center and 85 miles north of San Diego. Its <br />industry is varied and principal plants in the area are engaged in <br />electronics research. It is possible for a disaster to strike this <br />area at any time with little or no warning. A disaster may result <br />from natural causes such as fire, storm, flood or earthquake. <br /> <br />Man-made disasters include but are not limited to peace time nuclear <br />accidents, falling aircraft, industrial mishaps, civil disturbances, <br />bomb threats and enemy attack using chemical, biological, conventional <br />and/or nuclear weapons. Nuclear weapons attack is a primary threat <br />because a potential enemy has a current capability of delivering a <br />nuclear weapon to any location in California, and Santa Ana and <br />surrounding communities lie in an area vulnerable to enemy attack. <br />Serious loss of life and property could result from any of the <br />above mentioned disasters and they will severely tax available <br />resources. All of the above mentioned disasters could be disabling <br />but none (less enemy attack) could be expected to prostrate the cities' <br />activities over a prolonged period. <br /> <br />-2- <br /> <br />/? <br /> <br /> <br />
