ACTION .OF COUNC!L <br /> <br /> z:n:zzzo:: CLERK 0;: ';}iE COUNCIL <br />Under ad~nistrative diractiz:: c:7 t}:~ J ~-: ~'~anaj~:"~ Offlcc, :]~e:~ research, piam~ing <br />and impl~entation of progra~az to better coordinate and improve the e~sting ~npower <br />services throughout the City. <br /> <br />EXAMPLES OF DUTIES <br /> <br />Gathers data, identifies and works closely with those existing organizations concerned <br />with manpower development and utilization. Evaluates manpower needs and resoUrces in <br />Santa Aha and develops means of gauging overall effectiveness of current activLties. <br />Seeks the cooperation of all manpower agencies, both private and public, to join in a <br />closely knit city.wide effort to achieve full utilization of our human resources, par- <br />ticularly the disadvantaged, for the betterment of the social and economic health of <br />the community. Serves as the focal point for the dissemination of information and the <br />coordination of all manpower training and developmental programs in Santa Aha. Devises <br />new and/or improved techniques of data-gathering and evaluation. Performs a variety <br />of research and prepares reports and funding applications to State and Federal agencies. <br />Develops, prepares and provides for the cooperative implementation of comprehensive <br />action plans and programs. Performs related duties as required. <br /> <br />DISTINGUISHING FEATURES OF THE CLASS <br /> <br />The overall scope and primary purpose of the project is to achieve maximum effectiveness <br />of manpower programs and organizations at the local level and to assist all participating <br />agencies in the preparation and implementation of the cAMPs (Cooperative Area Manpower <br />Planning System) plan. A person in this position exercises considerable independent <br />Judgment in dealing with a variety of inter-personal and inter-agency relationships. <br />This employee reports to the Mayor through the City Manager. <br /> <br />MINIMUM ~%~SIC QUALIFICATIONS <br /> <br />Graduation from.an accredited four-year college with major work in the behaviorial. <br />sciences, egonomics, business or public administration or a closely related field and <br />two years of responsible experience in anti-poverty program administration or service <br />of a similar nature. Additional bxperience or a ~ster's Degree may be substituted for <br />the above requirements on a year-for-year basis up to two years. A basic knowledge of <br />the techniques of systems analysis is desirable. <br /> <br />DESIRABLE ~0%~LEDGE~ SKILLS k.~D ABILITIES <br /> <br />Knowledge of Federal Inter-Agency Cooperative Issuances and State Cooperative Manpower <br />Planning System policies and procedures; ability to perform independent research, to <br />analyze data, conditions and needs, and to make'sound recommendations; ability to prepare <br />and present complete and accurate reports; knowledge of community manpower resources; <br />ability to effectively coordinate and promote cooperation and establish effective work <br />relationships among a diverse group of organizations, agencies and people. <br /> <br /> <br />
