RESOLUTION 71-6 APPROVING THE APPLICATION <br />OF THE CITY OF SANTA ANA FOR LAND AND WATER <br />CONSERVATION FUNDS FOR FIRST AND FLOWi~K <br />STREET DEVELOPMENT PROJECT <br /> <br /> WHEREAS, the Congress under Public Law 88-578 has authorized <br />the establishment of a Federal Land and Water Conservation Fund Grant- <br />In-Aid Program, providing matching funds to the State of California and <br />its political subdivisions for acquiring lands and developing lands and <br />facilities for public outdoor recreation purposes; and <br /> <br /> WHEREAS, the State Department of Parks and Recreation is <br />responsible for the administration of the program within the State, setting <br />up necessary rules and procedures governing application by local agencies <br />under the program; and <br /> <br /> WHEREAS, said Federal Act and adopted procedures established <br />by the State Department of Parks and Recreation require that the applicant <br />must certify by resolution the approval of proposed park projects, applica- <br />tions and availability of local matching funds prior to submission of said <br />applications to the State; and <br /> <br /> WHEREAS, said procedures further require that ali proposed <br />projects must appear in the Recreation Element of the General Plan for the <br />City; and <br /> <br /> WHEREAS, the City General Plan was first adopted by the City <br />Council on February 21, 1966; and <br /> <br />WHEREAS, the City General Plan consists of the following elements: <br /> <br />1. Land Use Element <br />2. Recreation Element <br />3. Circulation Element <br />4. Population Element <br /> <br />and <br /> <br /> WHEREAS, the proposed First and Flower Street Park project is <br />contained in the Recreation Element of the General Plan and is consistent <br />with the California Public Outdoor Recreation Plan; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED: That the City Council of <br />the City of Santa Aha does hereby: <br /> <br /> 1. Approve the filing of an application for Land andWater <br />Conservation Fund assistance; and <br /> <br />2. Certify that said agency can finance 100 percent of the project; <br /> <br />and <br /> <br /> 3. Appoint the City Manager as agent of the City to conduct all <br />negotiations, execute and submit all documents including but not limited to <br />applications, agreements, amendments, billing statements, and so on <br />which may be necessary for the completion of the aforementioned project. <br /> <br /> PASSED AND ADOPTED by the City Council of the City of Santa <br />Aha at its regular meeting held on the 4th day of January , <br />1971 . <br /> <br />ATTEST: <br /> <br />CLERK OF THE COUNCIL <br /> <br />MAYOR <br /> <br />-1- <br /> <br /> <br />
