RESOLUTION 71-17 OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA REQUESTING THE CALIFORNIA <br />REGIONAL WATER QUALITY CONTROL BOARD, SANTA <br />ANA REGION, TO ESTABLISH AND ENFORCE HIGH <br />STANDARDS OF QUALITY FOR WATER IN THE SANTA <br />ANA RIVER <br /> <br /> WHEREAS, the City of Santa Ana is the purveyor of water to <br />approximately 149,000 water consumers in the City of Santa Ana; and <br /> <br /> WHEREAS, as a water purveyor, the City of Santa Ana desires <br />to provide a high quality potable water supply; and <br /> <br /> WHEREAS, water from the Santa Ana River contributes to the <br />water stored in the Santa Ana River underground basin; and <br /> <br /> WHEREAS, <br />ground basin to <br />consumed in the <br /> <br />the City of Santa Ana is dependent upon this under- <br />supply in excess of fifty (50) percent of the water <br />City of Santa Ana; and <br /> <br /> WHEREAS, <br />ground basin to <br />variations; and <br /> <br />the City of Santa Ana is dependent upon this under- <br />provide storage for seasonal and cyclic water demand <br /> <br /> WHEREAS, the Santa Ana River water quality is continuously <br />deteriorating; and <br /> <br /> WHEREAS, the present trend of water quality, if unaltered, <br />will lead to unacceptable water quality and impairment of the under- <br />ground basin; and <br /> <br /> WHEREAS, at the time of the formulation of the standard of <br />quality for Santa Ana River water flowing through Prado Dam, much <br />of the land that is now encompassed by the present boundaries of <br />the City of Santa Ana was primarily devoted to agricultural use, <br />but now this area is occupied by industrial and commercial water <br />consumers whose water quality requirements are substantially more <br />exacting than those of agricultural consumers; and <br /> <br /> W~EREAS, the City of Santa Ana continues to support the posi- <br />tion of the Orange County Water District, which has acted as the <br />primary agency for protecting the Santa Ana River underground basin <br />from contamination by sea water and contaminants carried into the <br />basin by the Santa Ana River; and <br /> <br /> WHEREAS, the Executive Officer and staff of the California <br />Regional Water Quality Control Board, Santa Ana Region, has recom- <br />mended higher quality standards for Reaches II and III of the Santa <br />Ana River; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED: That the City of Santa Ana <br />urges the California Regional Water Quality Control Board, Santa <br />Ana Region, to adopt the standards recommended by the Executive <br />Officer for Reaches II and III to correct the deterioration of the <br />quality of the Santa Ana River Water reaching the City of Santa Ana. <br /> <br /> PASSED AND ADOPTED by the City Council of the City of Santa <br />Ana at its regular meeting held on the 1st day of February, 1971. <br /> <br />ATTEST: <br /> <br />~L~RK OF THE COUNCIL <br /> <br />MAYOR <br /> <br />-1- <br /> <br /> <br />
