CITY OF SANTA ANA <br /> <br />RESEARCH ASSISTANT <br /> <br />DEFINITION <br /> <br />Under supervision, does research, makes technical evaluations, and p~ovides <br />recommendations related to the manpower activities of the community. <br /> <br />EXAb~LES OF DUTIES <br /> <br />Identifies, gathers, and analyzes data. Performs research related to labor <br />market analysis and applies statistical techniques to develop means of gauging <br />manpower needs, resources and overall effectiveness of current activities. <br />Develops a thorough knowledge of existing manpower programs and related <br />governmental policies and procedures. Seeks innovative methods of effectively <br />utilizing and evaluating on-going manpower programs to include the identification <br />of program weaknesses and overlapping. Provides technical assistance to manpower <br />groups in the evaluation and development of proposals. Assists Area Manpower <br />Planning Council Sub-Committees in compiling and analyzing data and statistics <br />on pertinent manpower related activities. Enlists citizen participation and in- <br />volvement in manpower programs and services. Assists the Manpower Project Coord- <br />inator in the development of an on-going comprehensive manpower plan for the area <br />and in the preparation of related reports. Performs related duties as required. <br /> <br />DISTINGUISHING FEATURES OF THE CLASS <br /> <br />An empl6yee in this class assists in the development of effective manpower <br />programs through the application of research, statistical, and analytical <br />abilities. Independent judgement and initiative is exercised in seeking <br />solutions and in dealing with various organizations and people, with particular <br />emphasis on disadvantaged or minority groups. Supervision is received directly <br />from the Manpower Project Coordinator. <br /> <br />MINIMUM BASIC QUALIFICATIONS <br /> <br />Completion of two years college with concentration in the behavioral sciences <br />or economics and one year of research experience involving the use and application <br />of statistical data. A four-year college degree in the behavioral sciences or <br />economics, including successful completion of at least six units in statistics, <br />may substitute for the experience requirement. <br /> <br />DESIRABLE KNOWLEDGE~ SKILLS AND ABILITIES <br /> <br /> Ability to perform independent research, to analyze data, conditions and needs, <br /> and to make sound recommendations. Ability to prepare and present complete and <br />· accurate reports. Knowledge of statistical and resegr.ch principles and the appli- <br /> cation of appropriate systems and procedures. Ability to effectively coordinate <br /> and establish productive work relationships among a varied group of organizations, <br /> agencies and people.
