RESOLUTION 71-76 DECLARING THE POLICY <br />OF THE CITY OF SANTA ANA REGARDING <br />AFFIRMATIVE ACTION CONTRACT COMPLIANCE <br /> <br /> WHEREAS, the unemployment rate in the County of Orange <br />in July, 1971 was 7.3%, and the county is acknowledged by the <br />U.S. Department of Labor as a "substantial unemployment area", <br />and the State Department of Human Resources Development in <br />May, 1971 estimated the unemployment rate in Santa Ana to be <br />7.9%; and <br /> <br /> WHEREAS, Santa Ana has the highest minority or ethnic <br />population in the county, and has been declared an "economically <br />disadvantaged area" by the State Department of Human Resources <br />Development; and <br /> <br /> WHEREAS, the 1966 Santa Ana Special Census demonstrates <br />a higher rate of unemployment in this City than for other areas <br />in the county, with the highest rate in census tracts comprised <br />of Mexican American and Negro populations; and <br /> <br /> WHEREAS, there exists a social and legal responsibility <br />toward ethnic groups in fulfillment of employment opportunities <br />in a democratic society, and the City Council of the City of <br />Santa Aha, recognizing that it is a public body, and has <br />responsibility for the general well being of its residents, <br />will make every effort to carry out its obligations to the <br />residents of this City in employing, encouraging, and assisting <br />others to employ the unemployed and under employed residents <br />of the City of Santa Ana; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED: That the City of Santa <br />Ana adopts the following goals in reference to firms contracting <br />with the City for projects or programs, especially at this time <br />construction firms; <br /> <br />1) <br /> <br />That the contracting firm actively and aggressively <br />inform the minority community of said firm's efforts <br />to foster equal employment opportunities, <br /> <br />2) <br /> <br />That the contracting firm make a special effort to <br />attract and hold minority group employees in said <br />firm, <br /> <br />3) <br /> <br />In cases where an employed minority person in the <br />contracting firm does not possess a level of skill <br />sufficient to fulfill the employer's needs, to <br />extend sincere efforts to improve the person's <br />skills so that he or she may meet the employer's <br />needs, and thereby remain employed with the <br />contracting firm, and furthermore be eligible for <br />upgrading and promotional opportunities. <br /> <br /> PASSED AND ADOPTED by the City Council of the City of <br />Santa Ana at its regular meeting held on the 16th day of <br />August, 1971. <br /> <br />COUNCIL <br /> <br />MAYOR <br /> <br />- 1 - <br /> <br /> <br />
