RESOLUTION 71-97 OVERRULING THE DECISION OF <br />THE PLANNING COMMISSION AND CONDITIONALLY <br />GRANTING VA 71-46 FILED BY F. E. AND FRANCES <br />MC CARTER <br /> <br /> BE IT RESOLVED: That, the City Council of the City of Santa <br />Ana does hereby overrule the decision of the Planning Commission <br />and does hereby grant Variance Application 71-46, filed by F. E. <br />and Frances M. McCarter, to allow professional offices in an exist- <br />ing residence in the R 3B District at 926 N. Flower Street. <br />This VA is granted subject to the following conditions: <br /> <br />That development he according to the approved plot plan, <br />except for minor modifications approved by the Planning <br />Department. <br /> <br />2. That all conditions of the Building and Fire Departments <br /> be met. <br /> <br />That a landscape plan be submitted to and approved by <br />the Planning Department, including the provisions of <br />Sec. 41-618 of the Zoning Ordinance, and that said <br />landscaping be implemented and be continuously main- <br />tained. <br /> <br />Submit to the Department of Public Works, for their <br />approval, an acceptable final grading plan or an on- <br />site drainage plan or both, showing the direction and <br />means of flow to the adjacent street (s) or channel <br />(s) when this property is developed. Plan is to in- <br />clude existing and proposed elevations at the property <br />lines. Applicants should check with the Department of <br />Public Works for extent of study needs. <br /> <br />5. Dedicate required street or alley right of way. <br /> <br />6. Dedicate vehicular access rights. <br /> <br />7. Pay street lighting deposit for future street lights. <br /> <br />8. Construct necessary street improvements: driveway. <br /> <br />9. Repair or replace existing street improvements to <br /> City standards: sidewalk. <br /> <br />10. Close existing driveways as required to City standards. <br /> <br />11. <br /> <br />Ail public improvement construction shall be subject <br />to inspection and approval by the Department of Public <br />Works. <br /> <br />12. <br /> <br />Required property dedications shall be initiated by <br />the owner, through the Department of Public Works, <br />at least four weeks prior to application for a <br />building permit, or use as applicable, to avoid delay. <br /> <br />The following requirements must also be met: <br /> <br />That the applicant delete from the approved plot plan <br />the three parking spaces along the southerly property <br />line.
