RESOLUTION NO. 71-108 APPROVING <br />THE APPLICATION OF THE CITY OF <br />SANTA ANA FOR LAND AND WATER <br />CONSERVATION FUNDS FOR THIRD <br />AND FLOWER STREET PARK PROJECT <br /> <br /> WHEREAS, the Congress under Public Law 88-578 has authorized <br />the establishment of a Federal Land and Water Conservation Fund <br />Grant-In-Aid Program, providing matching funds to the State of <br />California and its political subdivisions for acquiring lands and <br />developing lands and facilities for public outdoor recreation <br />purposes; and <br /> <br /> WHEREAS, the State Department of Parks and Recreation is <br />responsible for the administration of the program within the State, <br />setting up necessary rules and procedures governing application by <br />local agencies under the program; and <br /> <br /> WHEREAS, said Federal Act and adopted procedures established <br />by the State Department of Parks and Recreation require that the <br />applicant must certify by resolution the approval of proposed park <br />projects, applications and availability of local matching funds <br />prior to submission of said applications to the State; and <br /> <br /> WHEREAS, said procedures further require that all proposed <br />projects must appear in the Recreation Element of the General Plan <br />for the City; and <br /> <br /> WHEREAS, the City General Plan was first adopted by the City <br />Council on February 21, 1966; and <br /> <br /> WHEREAS, the City General Plan consists of the following <br />elements: <br /> <br />1. Land Use Element <br />2. Recreation Element <br />3. Circulation Element <br />4. Population Element <br />5. Housing Element <br /> <br />and <br /> <br /> WHEREAS, the proposed Third and Flower Street Park project <br />is contained in the Recreation Element of the General Plan and is <br />consistent with the California Public Outdoor Recreation Plan; <br /> <br /> WHEREAS, the project must be compatible with the land use <br />~lans of those jurisdictions immediately surrounding the project; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED: <br />the City of Santa Ana does hereby: <br /> <br />That the City Council of <br /> <br /> 1. Approve the filing of an application for Land and Water <br />Conservation Fund assistance; and <br /> <br /> 2. Certify that said agency can finance 100 percent of the <br />project; and <br /> <br /> 3. Certify that said agency meets the planning requirements <br />and that the project is compatible with the land use plans of those <br />jurisdictions immediately surrounding the project; and <br /> <br /> 4. Appoint the City Mana~e~ as the a~e~ ofthe <br />City to conduct all negotiations, execute and submit all documents <br />including but not limited to applications, agreements, amendments, <br />billing statements, and so on which may be necessary for the com- <br />pletion of the aforementioned project. <br /> <br />- 1 - <br /> <br /> <br />
