RESOLUTION 72-22 REGARDING RETROACTIVE
<br />SALARY ADJUSTMENTS FROM NOVEMBER 16, 1971
<br />TO SEPTEMBER 1, 1971
<br />
<br /> WHEREAS, on November 16, 1971, at the conclusion of the Phase I Federal Wage
<br />Board Stabilization Program, the City Council passed and adopted an amendment to
<br />Resolution No. 58-281, which incorporates the Basic Compensation Plan, thereby
<br />adjustimg the salary allocatloms for employees o£ the City of Santa Aha; and
<br />
<br /> WHEREAS, as the result of Phase I Federal Wage policies which became
<br />effective August 15, 1971, the aforementioned salary adjustments became frozen
<br />and were not allowed to be enacted on the customary and intended effective date
<br />of September 1, 1971; and
<br />
<br /> WHEREAS, the development of the aforementioned salary adjustments were based
<br />primarily on the extensive compilation of salary data, derived through the City's
<br />traditional survey procedure, which clearly indicated the need for such adjustments
<br />prior to the federal freeze order; and
<br />
<br /> Wt{EREAS, the recently amended Economic Stabilization Act provides that retro-
<br />active payment of salaries and wages of no more than 7% is permitted where increases
<br />were called for as the result of practices that were agreed to or were in effect
<br />before the 90-day freeze was imposed on August 15, 1971, but were prevented from
<br />being paid because of the freeze; and
<br />
<br /> WHEREAS, the recently amended Economic Stabilization Act further provides
<br />that employers who made appropriations or otherwise raised funds to cover pay hikes
<br />prevented by the freeze must pay the increase, regardless of the amount, retroactively
<br />to the original intended date of the increase;
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED: That the amendment to Resolution No. 58-281
<br />which was passed and adopted on November 16, 1971, thereby adjusting the salary
<br />allocations for employees of the City of Santa Aha, be made retroactive to September
<br />1, 1971, in accordance with Economic Stabilization Act provisions.

<br /> BE IT FURTHERRESOLVED: That as the result of recent expansion of Phase II
<br />guidelines, those job classes which were reduced 2½% from the original recommendations
<br />due to previous and now superseded Phase II guideline restrictions are now authorized,
<br />and that they be made retroactive to September 1, 1971, in accordance with Economic
<br />Stabilization Act provisions.

<br /> BE IT FURTHER RESOLVED: That the granting of these retroactive pay increases
<br />to September 1, 1971, shall be made effective March 16, 1972, in accordance with the
<br />Federal Pay Board requirement for pre-notification.

<br /> PASSED AND ADOPTED by the City Council of the City of Santa Ana at its regular
<br />meeting held on the 22nd day of Februar~ , 1972.
