RESOLUTION 72-23 EXTENDING AND CONTINUING <br />THE FEDERAL COOPERATIVE AREA MAN POWER <br />PLANNING SYSTEM GRANT AS PROPOSED BY THE <br />PRESIDENT OF THE UNITED STATES, AND AUTHO- <br />RIZING THE MAYOR TO ACT AS THE ADMINISTRATOR <br />OF THE PROGRAM <br /> <br /> WHEREAS, in June of 1970 the Mayor's office of the City of <br />Santa Ana was invited by the Department of Labor to apply for a <br />Cooperative Area Man Power Planning System grant (CAMPS); and <br /> <br /> WHEREAS, on June 6, 1970 the City Council approved and autho- <br />rized the application for a one-year Federal study grant, which was <br />awarded to the office of the Mayor on August 1, 1970, in the sum of <br />$20,000; and <br /> <br /> WHEREAS, on June 17, 1971, the grant period was modified and <br />changed from August 1, 1970, through July 31, 1971, to August 1, 1970, <br />through November 30, 1971; and <br /> <br /> WHEREAS, on June 28, 1971, the basic grant was modified and <br />additional sums were added for the purpose of additional staffing; <br />and <br /> <br /> WHEREAS, on September 24, 1971 the grant was again modified and <br />extended to November 30, 1972, and an additional $55,000 was awarded <br />to operate the Man Power Department for the period of November 30, <br />1971, to November 30, 1972; and <br /> <br /> WHEREAS, by reason of the foregoing it appears that the CAMPS <br />program will be a continuing one; and <br /> <br /> WHEREAS, the original program contemplated invitations to join <br />to the "Mayor's Office" of the various cities of the United States; <br />and <br /> <br /> WHEREAS, under the charter of the City of Santa Ana there <br />exists no office of the Mayor as such; and <br /> <br /> WHEREAS, it is the aim of the program to add additional funds <br />to local governments for specific purposes only; and <br /> <br /> WHEREAS, it now appears that the program would be better im- <br />plemented as a separate fund. <br /> <br /> NOW, THEREFORE, it is hereby resolved that the City Council of <br />the City of Santa Ana hereby declares as a matter of policy that the <br />funds received under this program shall be considered as a separate <br />fund to be cared for and administered for by the Mayor of the City <br />of Santa Ana and by the Man Power Project Coordinator. <br /> <br /> IT IS FURTHER RESOLVED that the City staff is hereby directed <br />to ~forthwith make a study and report as to how this decision may be <br />best implemented. We recognize that certain legal requirements will <br />have to be met, and condition this Resolution to mean that we shall <br />proceed in the foregoing fashion to the extent that we legally may. <br /> <br /> PASSED AND ADOPTED by the City Council of the City of Santa <br />Ana at its regular meeting held on the 22nd day of Februar~ , 1972. <br /> <br /> <br />
