Director of Finance, may establish a price consistent with the idea of <br />cost recovery, service involved, and convenience. The Director of <br />Finance shall report these exceptions to the City Manager. It shall <br />be the responsibility of the City Manager to review all of these costs <br />annually and make such recommendations to the City Council as required <br />to keep the charges in line with the costs.
