RESOLUTION 72-61 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA RECOMMENDING SUPPORT <br />AND ENDORSEMENT OF PROPOSITION 92, PRI- <br />MARY ELECTION BALLOT <br /> <br /> WHEREAS, The Legislature enacted and the Governor signed <br />into law Chapter 105, Statutes of 1971, by Assemblyman James <br />Dent, providing for the submission of Proposition ~2 on the <br />primary election ballot, June 6, 1972, to authorize the sale <br />of $350,000,000 of State School bonds, and <br /> <br /> WHEREAS, The Legislature enacted and the Governor signed <br />into law Chapter 118, Statutes of 1971 by Assemblyman Leroy <br />Greene authorizing the State Allocation Board to apportion the <br />proceeds of $250,000,000 of such State bonds to help 271 school <br />districts in 54 counties build earthquake safe schools for one <br />million children (20 percent of Statewide ADA) now housed in <br />structurally inadequate facilities built prior to 1933, and <br /> <br /> WHEREAS, Proposition 92 would authorize the sale of such <br />$100,000,000 of State bonds for the continuation of the State <br />bonds for the continuation of the State School Building Aid <br />Program in rapid growth, impoverished districts which have ex- <br />hausted their bond debt capacity, and <br /> <br /> WHEREAS, California law mandates by July, 1975 the aban- <br />donment, replacement or rehabilitation to Field Act standards <br />of all schools built prior to 1933, and <br /> <br /> WHEREAS, Members of school district boards of trustees may <br />be held personally liable for deaths or injuries to pupils and <br />school personnel caused by earthquake damage to pre-Field Act <br />buildings occupied for school purposes subsequent to July, 1975, <br />and <br /> <br /> WHEREAS, The February, 1971 earthquake in Los Angeles County, <br />which occurred during the early morning hours when school was not <br />in session, caused the permanent closure of 96 damaged school <br />buildings housing 70,000 pupils, <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, That the City Council of the <br />City of Santa Ana hereby recommends the support and endorsement <br />of Proposition #2. <br /> <br /> BE IT FURTHER RESOLVED: That the Clerk of the Council of <br />the City of Santa Aha is hereby directed to forward a copy of <br />this Resolution to the State Allocation Board, Room 235, 915 <br />Capitol Mall, Sacramento, California 95814. <br /> <br /> PASSED AND ADOPTED By the City Council of the <br />Santa Aha at its regular meeting held on the <br /> May , 1972. <br /> <br />City of <br /> day of <br /> <br />ATTEST: <br /> <br />MAYOR <br /> <br />CLERK OF THE COUNCIL <br /> <br />-1- <br /> <br /> <br />
