SANTA ANA CITY COUNCIL RESOLUTION
NO. 72-75 URGING EARLY CONSTRUCTION
OF THE SOUTHBOUND ON-RAMP FROM MAIN
STREET AND BUFFALO AVENUE TO THE
SANTA ANA FREEWAY

WHEREAS, the southbound on-ramp from Main Street and
Buffalo Avenue to the Santa Ana Freeway is a portion of a more
comprehensive project for redesign of the Main Street-Santa Ana
Freeway interchange which includes the extension of Broadway
over the Santa Aha Freeway to Memory Lane then easterly to a
connection with Main Street,

WHEREAS, the total estimated project cost is $5,260,000
of which the State Division of Highways share is $2,860,000 and
the City of Santa Ana share is $2,400,000.

WHEREAS, because of the cost of the project and the de-
mands being made on State Highway funds for construction of vari-
ous projects throughout the State of California, the Main-Broad-
way project within the City of Santa Ana has been scheduled tenta-
tively as late as 1975-1977,

WHEREAS, the southbound on-ramp from Main and Buffalo to
the Santa Ana Freeway would have a relatively low cost relative to
the entire project and would be entirely the financial obligation
of the State Division of Highways,

WHEREAS, the construction of the southbound on-ramp while
not solving all the traffic problems of the Main Street-Santa Ana
Freeway interchange, will provide immediate benefits to the motoring
public and lessening of congestion now being experienced where the
existing off and on-ramps now intersect at Main Street and Santa
Clara Avenue,

WHEREAS, the Trane-Air Committee and the Board of Direc-
tors of the Santa Ana Chamber of Commerce have urged early construc-
tion of the proposed southbound on-ramp and have been supported in
this reco~endation by the Mayor's Freeway Committee which group
represents many diverse community interests within the city,

WHEREAS, the City of Santa Ana plans to widen Main Street
between the Santa Aha Freeway and the North City Limits during the
1972'73 fiscal year which is an indication of the interest and de-
sire of local authorities for relief and improvement of traffic
congestion now existing in this portion of the city,

NOW, THEREFORE BE IT RESOLVED that this City Council urges
the State Division of Highways to consider early construction of the
southbound on-ramp from Main Street and Buffalo Avenue to Santa Ana
Freeway. It further urges that this construction be scheduled and
budgeted in advance of the large comprehensive project consisting
of the Broadway overcrossing and other improvements, and

BE IT FURTHER RESOLVED that this resolution be forwarded
to Mr. Haig Ayanian, District Engineer, District VII, State of
California, Division of Highways, Los Angeles; and to Mr. R. J. Datel
State Highway Engineer, State of California, Division of Highways,
Sacramento.
