RESOLUTION 73-22 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF S~.NTA ANA URGING THE UNITED STATES CONGRESS <br />TO APPROPRIATE FUNDS TO COMPLETE THE STUDY OF <br />THE SANTA ANA RIVER BASIN FLOOD HAZARD, AND <br />IMPLEMENT MEASURES TO ALLEVIATE THE THREAT <br />OF FLOODING. <br /> <br /> THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES <br />HEREBY RESOLVE AS FOLLOWS: <br /> <br /> WHEREAS, the United States Army Corps of Engineers, <br />an agency of the United States Government began a study <br />in 198~ of the flood hazard potentials of the Santa Ana <br />River Basin, which said study was to be completed in <br />1969; and <br /> <br /> WHEREAS, said study may not now be completed <br />until 1977; and <br /> <br /> WHEREAS, said study must be completed before <br />steps may be taken by the County of Orange, the Orange <br />County Flood Control District, the Corps of Engineers <br />and affected cities to alleviate this threat; and <br /> <br /> WHEREAS, the Santa Ana River Channel as currently <br />constructed has a capacity of approximately 20,000 cubic <br />feet of water per second and could not contain a flood <br />flow of 150,000 cubic feet of water per second, which <br />is estimated to be discharged from Prado Dam during <br />a standard project flood; and <br /> <br /> WHEREAS, a flood of this magnitude would over- <br />flow into the cities of Anaheim, Buena Park, Costa Mesa, <br />Cypress, Fountain Valley, Pullerton, Garden Grove, <br />Huntington Beach, Los Alamitos, Newport Beach, Orange, <br />Placentia, San~a Ana, Seal Beach, Stanton, Westminster, <br />and Yorba Linde; and <br /> <br /> WHEREAS, the best interests of the health, <br />safety and welfare of this community require an eanly <br />completion of this study before steps may be taken to <br />protect the communities herein set forth from the <br />aforementioned flood damage. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, that the United <br />States Congress be urged to appropriate sufficient <br />funds to the United States Corps of Engineers for the <br />purpose of completing said study, prior to the 1977 date. <br /> <br /> <br />
