the Environmental Preliminary Description to <br /> <br />the Environmental Review Committee for a re- <br />view and their comment whether or not the spec- <br />ific project may possibly have a significant <br />effect on the environment. After the Environ- <br />mental Review Committee has made its comments, <br />the Environmental Impact Evaluator shall make <br />a determination whether or not the project may <br />possibly have a significant effect on the envir- <br />onment. The Environmentai Impact Evaluator <br />shall consider Section 15081 and 15082 of the <br />Guidelines for Implementation of the California <br />Environmental Quality Act of 1970, in making <br />his determination as to whether or not the pro- <br />ject may possibly have a significant effect on <br />the environment. <br /> <br />Negative Declaration. If the Environmental <br /> <br />Impact Evaluator finds that the non-exempt dis- <br />cretionary p~oject will not possibly have a signi- <br />ficant effect on the environment, the Environmental <br />Impact Evaluator shall issue a negative declara- <br />tion stating that the project cannot possibly <br />have a significant effect on the environment. <br /> <br />The negative declaration should not exceed one <br />page in length. <br /> <br />21- <br /> <br /> <br />
