A complete listing <br /> <br />of other agencies, particularly governmental agencies, <br />which have legal jurisdiction and/or special expertise <br />with respect to various projects and project locations <br />are contained in Appendix B attached to these Rules <br />and Regulations. The Environmental Impact Evaluator <br />shall add additional listings of agencies having legal <br />jurisdiction and/or special expertise to Appendix B <br />from time to time as necessary. <br /> <br />Review of Adverse Effects: The Environmental Impact <br />Evaluator and the local agency shall focus on the suffi- <br />ciency of the EIR in discussing possible impacts upon <br />the environment, ways in which adverse effects might <br />be minimized, and alternatives to the project, in <br />light of the intent of CEQA to provide decision-makers <br />with useful information about such factors. <br /> <br />Failure to Comment: If a governmental agency or per- <br />son who is consulted with regard to an EIR fails to <br />comment within 14 days after consulted, it shall be <br />assumed, absent a request for a specific extension of <br />time, that such agency or person has no comment to <br />make. <br /> <br />Request for Environmental Documents: Draft EIR's <br /> <br />and Final EIR's shall be made available to the public <br />for inspection, and copies may be given to the general <br />public after payment of a charge for the actual cost <br /> <br />-42- <br /> <br /> <br />
