RESOLUTION NO. 73-49 A RESOLUTION OF THE CITY COUNCIL OF T~IE CITY OF SANTA ANA FINDING THAT CERTAIN MODIFICATION AND CHANGES IN THE REGULATIONS CONTAINED IN THE UNI- FORM BUILDING CODE, 1970 EDITION, APsE NECESSARY IN ORDER TO PROVIDE A REASONABLE MINIMUM STANDARD FOR LIFE SAFETY IN HIGH-RISE BUILDINGS. WHEREAS, the City Council of the City of Santa Ana has previously adopted the 1970 Edition of the Uniform Building Code; and WHEREAS, the City Council of the City of Santa Ana will consider the adoption of proposed Ordinance NS - 1163 which in- cludes modifications and changes to said uniform Building Code; and WHEREAS, Section 17958.7 of the California Health and Safety Code requires that a governing body before making any such modifications or changes shall make an express finding that such modifications or changes as are needed; and WHEREAS, the recent history of life loss in high-rise buildings hazards has focused attention upon the need for additional protection; and WHEREAS, such additional protection is provided for in the changes already approved for inclusion in the 1973 Edition of the Uniform Building Code by providing for compartmentation, early warning, automatic alarm and notification of Fire Depart- ment, communication within the building, smoke control, and an alternate of fire sprinklers, NOW THEREFORE BE IT RESOLVED, that the City Council finds that the modifications and changes set forth in proposed Ordi- nance NS - 1163 are necessary to achieve a reasonable, minimum standard for life safety in high-rise buildings. BE IT FURTHER RESOLVED that such modifications and changes are reasonably necessary because of local conditions, and BE IT FURTHER RESOLVED that a copy of this resolution shall be filed with the City Clerk and available as a public record.
