RESOLUTION 73-72 <br /> <br />A RESOLUTION OF THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA ENDORSING <br />THE CRITERIA AND APPROACH OF THE <br />"KNAPP PLAN" AND RECOMMENDING THE <br />CONSIDERATION BY THE SPECIAL MASTERS <br />AS A REASONABLE ALTERNATIVE TO THE <br />1972 TEMPORARY CONGRESSIONAL DISTRICTS. <br /> <br /> WHEREAS, citizens of the City of Santa Ana and the State of <br />California are entitled to legislative and congressional districts <br />which promote equal and effective representation and fairly reflects <br />compactness, homogeneity of popular interest and concerns of citizens <br />of the City of Santa Ana as well as other communities; and <br /> <br /> WHEREAS, the congressional redistricting plan, temporarily adopted <br />by the California Supreme Court for the 1972 elections, departs from <br />these principles by failing to achieve required population equality, <br />fragmenting numerous counties and other incorporated cities as well <br />as the City of Santa Ana, and ignoring standards of reasonable com- <br />pactness; and <br /> <br /> WHEREAS, an alternative to the temporary congressional districts <br />has been proposed by Mr. Gordon Knapp, based upon criteria aimed at <br />correcting the deficiencies of the temporary districts, minimizing <br />gerrymandering, and providing fair and equitable representation for <br />the citizens of Santa Ana as well as other local communities in <br />California; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council of the <br />City of Santa Ana urges the Special Masters on Reapportionment to <br />reject or substantially revise the congressional districting plan <br />that was in effect for the 1972 elections; and <br /> <br /> BE IT FURTHER RESOLVED, that the City Council of the City of <br />Santa Ana endorses the criteria and approach of the "Knapp Plan" <br />and recommends its consideration by the Special Masters as a reason- <br />able alternative to the 1972 temporary congressional districts. <br /> <br /> PASSED AND ADOPTED by the City Council of the City of Santa Ana <br />at its regular meeting held on the 2nd day of July, 1973. <br /> <br />ATTEST: <br /> <br />CLERK OF THE COUNCIL <br /> <br />STATE OF CALIFORNIA) <br />COUNTY OF ORANGE ) <br />CITY OF SANTA ANA ) <br /> <br />ss <br /> <br /> I, FLORENCE I.
