RESOLUTION NO. 73-88 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA REAFFIRMING RESPONSI- <br />BILITY OF CITY OFFICIALS TO ADHERE TO <br />CODE OF ETHICS. <br /> <br /> WHEREAS, in our representative form of government it <br />is essential that the conduct of public officers and employees <br />hold the respect and confidence of the people, and <br /> <br /> WHEREAS, public officials must avoid conduct which is in <br />violation of their public trust or which creates a justifi- <br />able impression among the public that such trust is being <br />violated, and <br /> <br /> WHEREAS, at the same time, under a free government it is <br />both necessary and desirable that all citizens, public officials <br />included, have a personal interest in the decisions and policies <br />of their government, and <br /> <br /> WHEREAS, the people of the State of California, by their <br />Legislature, have adopted a comprehensive set of statutes to <br />guide public officers and employees so as to avoid conflicts <br />of interest and unethical behavior in the discharge of their <br />public duties and in their private contacts with government, <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, that every elected and <br />appointed officer and every employee of the City of Santa Ana <br />is bound to adhere to the highest ethical standards in the <br />independent and impartial discharge of his or her public res- <br />ponsibilities, and <br /> <br /> BE IT FURTHER RESOLVED, that the City Councilmen of the <br />City of Santa Ana are, and expect every appointed officer and <br />employee of the City to be, aware of and guided by both the <br />letter and the spirit of the provisions of the Government Code <br />and especially Sections 1090 through 1127 pertaining to the <br />conduct of public officials, and <br /> <br /> BE IT FURTHER RESOLVED, that the government of the City <br />of Santa Ana is pledged vigorously to enforce the laws of the <br />State of California pertaining to the conduct of public <br />officials, and to require the highest ethical standards of <br />all City officers and employees, to the end that public confi- <br />dence and respect in city government continues to be justified <br />and assured. <br /> <br /> PASSED AND ADOPTED by the City Council of the City of <br />Santa Ana at its regular meeting held on the 6 <br />day of August , 1973. <br /> <br />ATTEST: <br /> <br />~ CLER~OF THE COUNCIL <br /> <br /> <br />
