RESOLUTION NO. 73-129 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA AUTHORIZING THE EXECUTION OF AN AMENDED JOINT POWERS AGREEMENT BETWEEN THE CITY OF SANTA ANA AND THE EXISTING MEMBERS OF THE SANTIAGO LIBRARY SYSTEM ADDING THE ORANGE PUBLIC LIBRARY SYSTEM AS A MEMBER OF THE SANTIAGO LIBRARY SYSTEM WHEREAS, the City Council of the City of Santa Ana, pursuant to Resolution 71-16, authorized the Mayor to execute a Joint Powers Agreement between the City of Santa Aha and the existing members of the Santiago Cooperative Library System; and WHEREAS, the Mayor of the City of Santa Ana, exe- cuted a Joint Powers Agreement dated August 26, 1972, making the City of Santa Ana a member of the Santiago Library System, and approving the Rules and Procedures and Plan of Service of the Santiago Library System; and WHEREAS, Clause 9 of said Joint Powers Agreement provides that other public libraries may apply for member- ship in the Santiago Library System, provided they meet the requirements for the system membership as established by the California State Library and by the laws of the State of California, and further provides that applicants will be considered for the Santiago Library System member- ship if their application is approved by the majority of the system council and further provides that approved appli- cations must be submitted to the governing board of each library member, and further provides that membership will be granted upon approval of the governing board of each member library; and WHEREAS, it is desired by the City of Orange to join the Orange Public Library System, to the Santiago Library System; and WHEREAS, it is necessary to amend the aforesaid Joint Powers Agreement dated August 26, 1972, in order to add the Orange Public Library as a member of the Santiago Library System, and to readopt and ratify the Rules and Procedures and Plan of Service of the Santiago Library System previously approved by the City Council. NOW, THEREFORE, BE IT RESOLVED: That this Council, as the governing body for the Santa Ana Public Library, adopts and agrees to be bound by that certain amended Joint Powers Agreement of the Santiago Library System dated November 5, 1973, a copy of which is attached hereto and made a part hereof by reference as though set out in full herein; BE IT FURTHER RESOLVED: That this Council as the gov- erning body for the Santa Aha Public Library, readopts, ratifies and agrees to be bound by the Rules and Procedures and Plan of Service of the. Santiago Library System previously approved by the Council on August 26, 1972, a copy of which Rules and Procedures and Plan of Service of the Santiago Library System are attached hereto and made a part hereof by reference as though set out in full herein; BE IT FURTHER RESOLVED: That the Mayor and the City Clerk of the City of Santa Ana be and are hereby empowered to execute the amended Joint Powers Agreement dated November 5, 1973, on behalf of the City of Santa Ana andthe Santa Ana Public Library.
